Reporting to the Associate Director of Procurement Operations, the Procurement System Manager is responsible for business management and administration of procurement systems and tools. This role will lead evaluation and implementation of additional procurement tools as deemed necessary. This role is responsible for the creation and execution of the procurement systems technology roadmap in conjunction with Procurement Operations and Strategic Sourcing Teams, user community, IT business partners and suppliers. Candidates should be experienced in supporting and implementing Source-to-Pay solutions and understand the P2P lifecycle. This role will support the Procurement & Strategic Sourcing organization driving project improvement and system implementation projects and build cross functional partnerships internally within the organization and externally with applicable suppliers.

- Serve as systems project manager for Procure-to-Pay enhancements and maintain active communication with suppliers and internal stakeholders throughout implementation.
- Act as the functional project lead and lead partner to IT for activities related to Procurement System implementation/enhancement, migrations, integrations, and improvement.
- Partner with Procurement & Strategic Sourcing and IT Teams to share improvement opportunities and product insights within the Source to Pay suite.
- Understands business issues and/or requirements to provide real-time solutions.
- Create efficiencies by identifying system improvement opportunities.
- Develop clear business/project requirements of desired state to enable technical team(s), both internal and external, to effectively administer tools and application.
- Facilitate procurement systems troubleshooting, in partnership with IT, between suppliers and internal stakeholders.
- Ensure SOX Compliance and procurement best practices through P2P process and system governance.
- Share expertise and provides recommendations to internal stakeholders to ensure the desired level of self-sufficiency is achieved.
- Evaluates current system workflows and tools and recommends process improvements.
- Remains up to date on external procurement system related best practices and relevant changes.
- Manages user acceptance testing, in partnership with IT, and confirmation of system changes and enhancements.
- Works with compliance team as needed to assess change requirements for procurement systems. Supports key controls, audit data and testing requirements.
- Assists with data and management reporting requirements and spend analytics efforts.
- Works within team environment, cross-functionally, and, independently as assignments require.
- Demonstrate complete understanding of system design and functionality by being able to identify potential issues and offer creative solutions and alternatives.
- Effectively communicate status updates and risk assessments to the management team.
- Support and partner with IT Team on emerging master data management enterprise initiative while representing Procurement.
- Oversee and execute the development, test, production testing cycle for software changes.
- Assist Procurement & Strategic Sourcing in developing/enhancing training materials and SOPs to deliver effective training programs.
- Help to create reporting and dashboards by presenting key insights of data resources and technical capabilities.
- Experience in the design and deployment of new systems and processes at scale with an emphasis on continuous process improvement.
Required Experience
Basic Qualifications:
- Bachelor's Degree
- 5+ years' experience in Procurement
- Systems Management, Source to Pay Process Design, and system implementation experience.
Preferred Qualifications:
- MA/MS degree
- Bio/Pharma industry experience with large R&D focus
- Experience with successfully managing and training team members.
- Solid understanding of Procure-to-Pay and sourcing processes and knowledge of Oracle application
- Project management methodology to ensure understanding of steps and timelines, project RACIs, and proper documentation that is compliance ready.
- Understanding of Systems Lifecycle change management methodology.
- Ability to drive cross-functional initiatives and implement ideas in a dynamic changing environment with experience in determining and understanding business requirements with the ability to evaluate, propose, and implement solutions.
- Strong ability to work with complex and detailed data to drive insights and decisions.
- Demonstrated project leadership and technical proficiency in procurement systems assessment, implementation, data management, and analytical reporting and dashboard tools.
