    PERFORMANCE EXPECTATIONS

    POSITION PURPOSE

    The Cost Analyst will be responsible for providing timely cost estimates for repairs and replacements to approved Lumbee client homes. The Cost Analyst will also provide factual knowledge and documentation to support the housing programs.

    ESSENTIAL DUTIES, FUNCTIONS, & RESPONSIBILITIES

    Analyze data to provide accurate projected, committed, and actual costs and quantities used in rehabilitation projects.

    Develop and maintain field audits of material/labor quantities/quality used in all construction projects.

    Provide cost and risk management consultation to the Lumbee Housing Program for all construction projects

    Prepare cost reports in a timely manner to support all construction processes for labor, time, and materials.

    Participate in orientation, training, and other personal and professional development related to assigned responsibilities.

    Participate in reviewing plans for New Construction, assist with purchasing materials for projects, and help with scheduling material deliveries.

    Analyze data from insurance claims from the Asset Department to provide projected costs for claims, help with inspections on repaired homes, and work with the adjuster for any change order or unseen cost.

    Perform other duties and responsibilities as assigned.

    MINIMUM MANDATORY QUALIFICATIONS

    Experience:

    A minimum of five years doing costs for construction projects is required.

    Education:

    A Bachelor’s degree in Business, Engineering, or Construction Management is preferred.

    Mandatory Knowledge, Skills, Abilities, and Other Qualifications:

    Ability to use software packages such as MS Excel and PowerPoint, apply database information, and format cost analysis reports.

    Applicant must possess good communication and teamwork skills.

    Must be organized and have an effective work history.

    Must be willing to travel throughout the tribal service area

    Must possess a valid driver’s license. .

    WORK ENVIRONMENT

    Work environment:

    The work environment characteristics described here are representative to those an employee encounters while performing the primary functions of this job. Normal office conditions exist, and the noise level in the work environment can vary from low to moderate. Limited overnight travel may be required from time to time.

    Physical demands:

    The physical demands described here are representative of those that must be met by an employee to successfully perform the primary functions of this job. While performing the duties of this job, the employee may be required to frequently stand, walk, sit, bend, twist, talk, hear and perform repetitive motions. There may be prolonged periods of sitting, keyboarding, reading, as well as driving or riding in transport vehicles. The employee must occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include reading, distance, computer, and color vision. Talking and hearing are essential to communicate with clients, vendors, and staff.

    Mental demands:

    There are a number of deadlines associated with this position. The employee must be able to handle frequent interruptions and must also multi-task and interact with a wider variety of people on various and, at times, complicated issues.
