PERFORMANCE EXPECTATIONS

POSITION PURPOSE The LTNC Tribal Historic Preservation Officer (THPO) is responsible for the oversight to ensure the preservation, protection, curation, and management of our ancestors, sacred objects, archaeological sites, properties/traditional cultural places (TCPs), and archives significant to LTNC history and culture. The THPO works closely with Tribal staff, Cultural Committee members, consultants, and/or public officials (local, state, and federal), as applicable, on activities related to the National Historic Preservation Act (NHPA), and the Native American Graves Protection and Repatriation Act (NAGPRA).
ESSENTIAL DUTIES, FUNCTIONS, & RESPONSIBILITIES
Develop and implement a historic preservation plan with respect to properties of traditional and cultural significance to the Lumbee People, within its ancestral and aboriginal lands.
Maintain inventories of historic properties.
Cooperate, advise, and assist Federal, State, Tribal, and Local governments and private organizations and individuals with historic preservation issues.
Responsible to review, respond and monitor to include but not limited to the review of any reported dated LTNC Native American human remains or burial sites, funerary objects, sacred objects and objects of cultural patrimony.
Cooperate with Federal and State agencies, local governments, and organizations and individuals to ensure that historic properties are taken into consideration at all levels of planning and development.
Initiatives under THPO will address the development of resources for the protection and management archaeological, historical, cultural, and sacred resources including but not limited to a comprehensive inventory of the Lumbee Tribe of NC land and ceded territory and community education and involvement.
Provide community trainings and workshops to ensure the preservation of historic practices.
Provide public information in Historic Preservation and functions of LTNC THPO.
Attend meetings and work cooperatively with the Lumbee Tribe members and appropriate Tribal departments and other offices in addressing activities.
Prepare, monitor and develop budgets and proposals for the THPO.
Collaborate with the Grant Manager to maintain all Grant funding for the THPO.
Advise and assist, when appropriate, Federal and State agencies and local governments in carrying out their historic preservation responsibilities.
Carries out supervisory responsibilities in accordance with the organizations policies and applicable Laws.
Perform all other duties assigned.
MINIMUM MANDATORY QUALIFICATIONS
Experience/Education
Bachelor's degree (B.A.) from four-year college or university; or a minimum of five (5) years related experience and/or training or equivalent combination of education and experience

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. ·
Knowledge of Historic Preservation Policies & Procedures and applicable federal, state, local and tribal laws, regulations and requirements. Able to interpret and follow applicable federal, state, local and tribal laws, regulations and requirements.
Excellent written and verbal communication skills.
Ability to conduct training. ·
Excellent organizational skills and attention to detail.
Strong supervisory and leadership skills.
Proficient with Microsoft Office Suite or related software.
Ability to travel throughout facility to conduct safety inspections.
Prolonged periods sitting at a desk and working on a computer.
Must be able to lift up to 15 pounds at times
WORK ENVIRONMENT
Work environment:
The work environment characteristics described here are representative to those an employee encounters while performing the primary functions of this job. Normal office conditions exist, and the noise level in the work environment can vary from low to moderate. Limited overnight travel may be required from time to time.
Physical demands:
The physical demands described here are representative of those that must be met by an employee to successfully perform the primary functions of this job. While performing the duties of this job, the employee may be required to frequently stand, walk, sit, bend, twist, talk, hear and perform repetitive motions. There may be prolonged periods of sitting, keyboarding, reading, as well as driving or riding in transport vehicles. The employee must occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include reading, distance, computer, and color vision. Talking and hearing are essential to communicate with clients, vendors, and staff.
Mental demands:
There are a number of deadlines associated with this position. The employee must be able to handle frequent interruptions and must also multi-task and interact with a wider variety of people on various and, at times, complicated issues.

The Lumbee Tribe of North Carolina has implemented an Indian Preference in Employment Policy. Pursuant to this Policy, applicants who possess the knowledge, skills, and abilities required by this position, and who are members of the Lumbee Tribe will be given primary preference for hiring and employment after providing proof of tribal membership. Indian preference is integrated into the interview and scoring process for candidates for job positions.
