  • Responsibilities

    Incumbent serves as Deputy Clerk for the Morgan County Clerk’s Office, responsible for filing court cases, preparing/reviewing legal documents and correspondence, collecting fees and fines, issuing marriage licenses, and assisting attorneys and the general public.

    DUTIES : ****

    Files courts cases by attorney or pro se, including civil, criminal, family, probate, mental health, and juvenile actions, and filing subsequent court pleadings.

    Reviews and edits electronic and in person all court cases, including utilizing department computers and software programs.

    Answers telephone inquiries and waits on and greets office visitors, providing information and instruction on court proceedings, court dates, payments, and directing callers and visitors to proper offices. Assists attorneys and the general public with questions and information.

    Accepts and processes a variety of payments, including, but not limited to, child support, criminal and civil fees and fines, judgment payments, including receiving/receipting/recording payments at counter and by mail.

    Maintains and updates client and supporting files, including all types of support, electronic, and paper filing.

    Issues marriage licenses to Morgan County residents, and to out of county/state residents being married in Morgan County.

    Receives and responds to correspondence, all types of court cases, including consulting with appropriate supervisor, as needed.

    Performs a variety of clerical and bookkeeping duties, including, but not limited to, recording Last Will and Testament documents, issuing Estate reports, and balancing cash drawer, in absence of bookkeeper.

    Performs various clerical and related duties, as assigned.

    JOB REQUIREMENTS AND DIFFICULTY OF WORK: ****

    High school diploma or GED. Must be at least 18 years of age.

    Ability to meet all Department hiring requirements, including passage of a drug test.

    Working knowledge of standard office procedures and computer software programs used by the Department, with ability to apply such knowledge to a variety of interrelated processes, tasks and operations, including, but not limited to, Odyssey, Incite, Isets, and Outlook.

    Working knowledge of standard English grammar, spelling and punctuation, and ability to prepare correspondence, documents and written reports as required.

    Knowledge of standard policies, practices, and legal requirements of the Department, with ability to effectively respond to inquiries, receive fees/payments, and apply appropriate procedures accordingly.

    Knowledge of legal terminology and standard policies and procedures concerning preparation and filing of court documents, with ability to effectively retrieve, update, and review Department files for accuracy and completeness.

    Knowledge of standard filing systems and ability to create and maintain Department files.

    Ability to operate standard office equipment, including computer, calculator, fax machine, postage meter, copier, scanner, and telephone.

    Ability to effectively communicate orally and in writing with co-workers, other County departments, attorneys, State Department of Health, State Department of Child Services, other county clerk offices, and the public, including being sensitive to professional ethics, gender, cultural diversities, and disabilities.

    Ability to provide public access to or maintain confidentiality of Department information and records according to state requirements.

    Ability to comply with all employer and Department policies and work rules, including, but not limited to, attendance, safety, drug-free workplace, and personal conduct.

    Ability to competently serve the public with diplomacy and respect, including occasional encounters with irate/difficult persons.

    Ability to understand, memorize, retain and carry out oral or written instructions, and present findings in oral or written form.

    Ability to count and make simple arithmetic additions/subtractions.

    Ability to coordinate, place, make determinations, and take action based on data analysis.

    Ability to understand and follow oral or written instructions, discuss work instructions with supervisor, and enter data on computer from a report.

    Ability to file, post, and mail materials.

    Ability to read work rules, and speak clearly with poise.

    Ability to work alone with minimum supervision and with others in a team environment.

    Ability to work on several tasks at the same time, often under time pressure.

    Ability to apply knowledge of people and locations.

    Ability to work with or be exposed to violent/irate individuals.

    Ability to prepare detailed reports.

    Ability to occasionally work extended hours.

    RESPONSIBILITY: ****

    Incumbent receives indirect supervision with assignments guided by definite objectives using a variety of methods or procedures. Work priorities and schedules are determined by service needs of the public and a flexible, customary schedule. On rare occasions, decisions are made in the absence of specific policies and procedures, and/or guidance from supervisor. Work is reviewed primarily for compliance with department policy, and compliance with legal requirements. Errors in work are primarily detected or prevented through legally defined procedures, and notification from other departments/ agencies/public. Undetected errors could result in a loss of time to correct error and inconvenience to other agencies.

    PERSONAL WORK RELATIONSHIPS: ****

    Incumbent maintains frequent contact with co-workers, other County departments, attorneys, State Department of Health, State Department of Child Services, other county clerk offices, and the public, for purpose of exchanging information.

    Incumbent reports directly to County Clerk.

    PHYSICAL EFFORT AND WORK ENVIRONMENT: ****

    Incumbent performs duties in a standard office environment and at a service counter, involving sitting/walking at will, sitting/standing/walking for long periods, lifting/carrying objects weighing up to 50 pounds, pushing/pulling objects, bending, crouching/kneeling, reaching, keyboarding, close vision, speaking clearly, handling/grasping/fingering objects, and depth perception. Incumbent maintains considerable contact with the public and may be exposed to irate/difficult persons.

    Incumbent occasionally works extended hours.
