    Job Description

    AECOM seeks a Project Manager for an anticipated 3-year, $30 million USAID Ukraine Critical Resilience and Engineering (CRANE) project. Critical infrastructure may include energy systems, water and sanitation systems, buildings, telecommunications, transportation systems, border crossings, and railways and ports.

    The DPM will assist the Project Manager (PM) in managing and monitoring project delivery, providing oversight of project personnel and operations, and representing the project to USAID and stakeholders. The DPM will also oversee a multidisciplinary design team and oversee the design process that develop scopes of work, visits proposed sites, obtains client approvals, manages design resources, and approve conceptual designs. The position is full time and will be located in Kyiv, Ukraine and is contingent upon contract award.

    The DPM will report to the Chief of Party.

    Responsibilities:

    • Assist the Chief of Party in advancing and implementing a strategic vision for project delivery and catalyzing buy-in from key counterpart and beneficiary organizations
    • Support the Chief of Party in overseeing delivery of all operational, financial, personnel and administrative requirements in compliance with all contractual terms, USAID rules and regulations, and AECOM policies and procedures
    • Manage multi-disciplinary teams of infrastructure design engineers and other technical staff to complete detailed designs, specifications, and tender documents
    • Assist PM in leading development of annual work plans, required deliverables and progress reports, and other technical requests
    • Serve as acting PM, as requested
    • Coordinate with local Ukrainian authorities and stakeholders to ensure project alignment with local needs and regulations
    • Oversee quality control processes for all project deliverables, ensuring they meet USAID and AECOM standards
    • Develop and maintain project schedules, budgets, and resource allocation plans
    • Identify and mitigate project risks, developing contingency plans as necessary
    • Facilitate communication and collaboration between project teams, subcontractors, and stakeholders
    • Conduct regular site visits to monitor progress and ensure compliance with project specifications
    • Prepare and deliver presentations to USAID, local partners, and other stakeholders on project progress and outcomes
    • Mentor and develop junior team members, fostering a culture of continuous improvement and knowledge sharing
    • Ensure adherence to all safety protocols and environmental regulations in project implementation
    • Ability to clear background check including substance abuse test and medical clearance
  • Qualifications

    Qualifications

    Minimum Qualifications

    • Bachelor’s degree in civil, mechanical, electrical or related degree plus eight years of related experience.
    • U. S. Professional Engineer (PE) license.

    Preferred Qualifications:

    • 8 years of experience in infrastructure design, including at least 5 years managing complex projects with multiple tasks or contracts
    • Demonstrated experience managing multi-national engineering subcontractors
    • As a condition of employment, candidates must be willing to work in an elevated security risk environment.
    • As a condition of employment, position requires candidates to work and live internationally to support project.
