    Background: Roots Through Recovery is a trauma-focused outpatient treatment center for adults and adolescents in Long Beach, CA. We have proudly served the Long Beach community since 2016, and accept Medi-Cal, private insurance and private pay.

    We offer dedicated morning and afternoon tracks for primary mental health, primary substance abuse, and co-occurring disorders, provided by an experienced and compassionate clinical team of physicians, clinical psychologists, clinical social workers, marriage and family therapists, drug and alcohol counselors and integrated wellness practitioners.

    Our program integrates EMDR, mindfulness, and other cognitive, process, experiential, and expressive therapies, to address the mind, body and spirit. The goal of this approach is to address unresolved trauma, expose our clients to a variety of tools, and help them to develop the skills needed to live a healthy, productive and fulfilling life in recovery. Roots also provides all of our clients with weekly case management, weekly family therapy, as well as monthly family intensive weekends.

    Job Summary: Roots Through Recovery is seeking a full-time, Director of Operations with experience in a substance use and mental health treatment setting for our outpatient treatment program in Long Beach, CA.

    The Director of Operations at Roots Through Recovery will oversee the day-to-day operations of the outpatient treatment center, ensuring that all services are delivered efficiently, effectively, and in compliance with state and county regulations and accreditation standards. This individual will be responsible for managing administrative functions, including budgeting, staffing, scheduling, and resource allocation, while collaborating closely with clinical leadership to ensure seamless coordination between clinical and operational processes.

    The Director will play a key role in driving continuous quality assurance and improvement, implementing best practices, and optimizing workflows to enhance patient care and operational efficiency. Furthermore, the Director of Operations will oversee the implementation of new programs, workflows and processes and coordinate with all involved departments and persons to ensure quality patient care and effective rollout in accordance with regulations.

    The Director of Operations will also focus on strategic growth, fostering partnerships with personnel, providers, community organizations, and other stakeholders to enhance service accessibility and expand the center’s reach. In this leadership role, the Director will mentor and develop staff, ensure compliance with Joint Commission and other accrediting bodies, and drive initiatives that support Roots Through Recovery’s mission to provide high-quality, compassionate care for individuals overcoming substance use and mental health challenges.

    Essential Duties and Responsibilities:

    Compliance and Quality Assurance: Ensure that the center meets all regulatory requirements and standards set by healthcare authorities. This involves regular review and updating of policies and procedures, conducting internal audits, and coordinating with external auditors and inspectors.

    Staff Management: Supervise the recruitment, training, and performance of staff members. Ensure that the center has qualified personnel and that employees are continuously developed to meet the center’s needs.

    Facility Management: Oversee the maintenance and management of the physical infrastructure. Ensure that the facility is safe, secure, and conducive to providing patient care.

    Admissions Support: Collaborate with Clinical Director to review pending patient admissions and determine suitability for program based on eligibility criteria, and supporting assessments including medical records.

    Contract Compliance: Oversee compliance with contract requirements, including, but not limited to, timely and accurate completion of Data Quality Report, DATAR and SBAT.

    Facility Safety: Act as safety officer, and oversee all drills, including fire, natural disaster and all others that pertain to facility, patient and staff safety, and document and report on drills, including improvement plans.

    Program Development and Management: Assist in the development and implementation of new programs and services. Monitor program outcomes and make adjustments as needed to improve effectiveness and patient satisfaction.

    Patient Care Coordination: Collaborate with medical and clinical staff to ensure that patient care is seamless and integrated across different services.

    Stakeholder Relations: Maintain relationships with key stakeholders such as suppliers, community organizations, and government agencies. Represent the center in external meetings and negotiations.

    Crisis Management: Handle emergencies and unexpected situations effectively. Develop contingency plans to minimize disruptions to service.

    Performance Improvement: Continuously seek ways to improve service delivery. This involves soliciting feedback from patients and staff, analyzing performance data, and implementing quality improvement initiatives.

    Reporting: Provide regular reports to the executive management and board on the operational health of the center, highlighting achievements and areas needing attention.

    All other duties as assigned.

    Education:

    Successful completion of a course of study and attainment of a bachelor’s degree in a related field. At least four (4) years’ experience in direct services and administrative duties may substitute for educational requirement.

    Certificates, Licenses, Registrations:

    Must possess a current and unrestricted registration or certification in drug and alcohol counseling (e.g., CADAAC, CAADE) or clinical license (e.g., MFT, ASW)

    Must have or be able to obtain, and maintain, current CPR certification by an approved certifying organization; and –

    Must have a valid California Driver’s License (or valid out-of-state license and be able to obtain a California Driver’s License), valid automobile insurance, a satisfactory driving record, and meet all requirements of the company’s insurance policies.

    Professional Experience:

    Minimum of two (2) years’ experience in an administrative role, preferably in operations, working with diverse populations dealing with mental health and substance use disorders.

    Proven track record of success in operations, program management, and compliance;

    Experience working with Medi-Cal, SAGE/PCNX a plus;

    Bilingual in Spanish a plus;

    Demonstrated experience in the following areas:

    Healthcare Operations Management: Proven ability to manage day-to-day operations in a healthcare or behavioral health setting, ensuring seamless service delivery.

    Regulatory Compliance: Expertise in adhering to federal, state, and local regulations, including those related to HIPAA, OSHA, and accreditation bodies such as JCAHO.

    Financial Management: Experience in budgeting, financial forecasting, resource allocation, and cost control within a healthcare or nonprofit organization.

    Leadership and Team Development: Demonstrated ability to lead, mentor, and develop a multidisciplinary team, fostering a positive and collaborative work environment.

    Strategic Planning: Experience in developing and executing long-term operational strategies that align with the organization’s mission and goals.

    Process Improvement: Proven ability to identify inefficiencies and implement process improvements to enhance service delivery and operational efficiency.

    Staffing and Workforce Management: Expertise in recruitment, staffing, scheduling, and workforce development to ensure appropriate staff levels and high-quality care.

    Patient Care Coordination: Strong understanding of patient care workflows, including intake, treatment planning, and discharge processes in an outpatient setting.

    Data-Driven Decision Making: Ability to analyze operational data and key performance indicators (KPIs) to make informed decisions that drive organizational success.

    Risk Management: Experience in identifying, assessing, and mitigating risks, ensuring a safe and compliant environment for both staff and patients.

    Customer Service and Patient Satisfaction: Commitment to maintaining high levels of patient satisfaction and service excellence, addressing patient concerns and improving patient experiences.

    Project Management: Proven ability to lead and manage projects, ensuring on-time completion within scope and budget.

    Technology and Systems Management: Proficiency in using healthcare information systems, electronic health records (EHR), and other operational software to streamline operations.

    Communication and Interpersonal Skills: Strong written and verbal communication skills, with the ability to collaborate across departments and build relationships with internal and external stakeholders.
