POSITION SUMMARY
As the Division Payroll Lead, you will be responsible for overseeing the division payroll process for both union CBA and Non-CBA employees across multiple states, utilizing various platforms including Dayforce and COINS software systems. You will be responsible for training the payroll team and the division employees in the use of these systems and ensuring that information is being processed accurately and timely.
**What you’ll do:
**
· Payroll Administration and Accuracy:
o Coordinate weekly pay cycles at the division level for union CBA and Non-CBA exempt and non-exempt employees, across multiple states and unions.
o Coordinate with the corporate payroll group to manage and maintain accurate employee records, including new hire setup, direct deposit forms, tax forms, travel pay, subsistence, allowance, status change forms, employee terminations or other pay adjustments.
o Manage the enrollment, reporting, compliance, and audit requirements related to project OCIP/CCIP, certified payroll and Davis Bacon wage programs.
o When the division is pursuing projects in new jurisdictions, coordinate with corporate finance, operations and construction manager to ensure proper setup and compliance with local union and governmental agencies
· Facilitate Accurate Time Capture:
o Work with managers and supervisors, including foremen and superintendents, to ensure that weekly time is submitted and recorded accurately and timely.
o Monitor employee vacation and PTO eligibility, accruals, timecard usage, and generate regular balance tracking reports.
o Facilitate the processing of any payroll adjustments, including manual checks, expense reports, updates to subsistence or allowance, and travel pay.
o Coordinate the processing of inter departmental employee transfers or labor cost transfers between divisions or projects.
· Audits, Compliance & Reporting
o Support Corporate Finance and Division Finance in providing necessary data for internal auditors, government agency audits, union wage and benefit compliance audits, and other payroll related audits or verifications.
o Manage the enrollment, reporting, compliance and audit requirements related to project OCIP/CCIP, certified payroll and Davis Bacon wage programs.
o Generate and distribute various weekly and monthly division-level payroll reports.
o Become the in-house expert for division payroll policies, processes, procedures, and systems.
o Develop and maintain written policies and procedures to support the training and development of the division payroll team.
o Maintain knowledge of payroll best practices, as well as current and proposed legislation and regulation. Recommend changes to division level policies and procedures to ensure compliance.
o Provide support and exceptional customer service to employees, supervisors, union representatives, and business partners.
What you’ll need to be successful:
o Must have experience interpreting CBA’s relating to payroll and fringe administration.
o Experience in managing multi-state payroll and regular off-cycle check processing.
o Knowledge of compliance regulations related to payroll.
o Demonstrated ability to maintain confidentiality and handle sensitive information.
o Proven track record of leading a team.
o Excellent communication and leadership skills.
o Ability to work under pressure and meet deadlines while managing weekly payroll.
o Strong analytical and problem-solving skills.
o Detail-oriented with a high level of accuracy in work.
What you bring to the table:
· A minimum of an Associates of Arts Degree (A.A.) is required.
· A Bachelor’s Degree (B.S. or B.A.) from a four-year college or university is highly preferred.
· A minimum of 3-5 years of payroll experience, with direct exposure to administering union payrolls.
· Ideally two years in a position of supervisory or lead responsibilities.
· Experience with Dayforce or implementation of payroll systems a plus.
