    Early Learning Assessor

    Noor Staffing, on behalf of our client, is seeking well-qualified Early Learning Assessors to work as Texas Rising Star Assessors II. The Texas Rising Star Assessor II is responsible for reliably assessing and monitoring the quality of Early Learning Programs (ELP) using the Texas Rising Star assessment instrument. The early learning programs include childcare centers and home-based providers, and the classes' age range includes infants, toddlers, preschool, and school-age children (in before/after school programs).

    Key duties include reviewing program data, collecting observation data with the appropriate forms, adhering to assessment protocols, and entering data into an online platform. The role also involves coordinating and implementing Texas Rising Star assessment activities related to the Child Care Services (CCS) Program, evaluating certification status for certified Texas Rising Star ELPs, and conducting initial assessments for ELPs seeking Texas Rising Star certification.

    Must have a valid driver’s license, an acceptable driving record, auto insurance, and be willing to travel to the following areas in Texas (Major cities in parentheses):

    This position offers a full-time or part-time schedule with paid training. The pay range for this position is $44-46/hour. Travel reimbursement offers paid mileage ($0.70/mile) as well as hotel accommodation and per diem for overnight travel.

    This position requires consent to the performance of a background and motor vehicle check.

    Key Accountabilities:


    1. Attain and maintain Texas Rising Star Assessor Certification, participating in weekly coding calls and quarterly checks to demonstrate mastery of assessment criteria and reliability in assessing program quality.

    2. Utilize the Centralized Assessment Tracking System to receive assessments and screenings, track progress of the assessments and screenings, and uploading of the required Facility Assessment Record Form (FAR), all notetaking forms, and any documents received during an onsite assessment.

    3. Maintain the fidelity of all CAE protocols as outlined in the CAE Business Manual.

    4. Collect assessment data during Texas Rising Star Assessment Visits as outlined in the Texas Rising Star Guidelines and Staff Handbook, utilizing the designated Notetaking, Facility and Classroom Assessment Forms.

    5. Independently interpret, score, and input ELP program evidence and facility/classroom assessment data into CLI Engage, following the Texas Rising Star Technical Scoring Manual and Engage User Guide (EUG).

    6. Maintain accurate and timely records by entering facility and classroom assessment data into the Texas Rising Star Assessment Tool in CLI Engage, as specified in the Technical Scoring Manual and EUG.

    7. Coordinate and implement all Texas Rising Star assessment-related activities, including those for early learning programs participating in the Child Care Services (CCS) Program.

    8. Complete 36 annual professional development and continuing education in line with the Texas Rising Star minimum training hours and topics required for a center director.

    9. Serve as team lead for a team of assessors and leading on-site observations.

    10. Perform other duties, as assigned.

    CERTIFICATIONS/SKILLS:

    • Basic knowledge of standard Office Software such as Word, Excel, PowerPoint, Adobe and Outlook is required.

    • Bilingual Spanish preferred; other languages considered include Mandarin, Vietnamese, Urdu, French, Hebrew.

    MINIMUM EDUCATION:

    Bachelor's degree in a related field with three (3) years of related research experience including experience in a lead research role; or Master's degree in a related field with one (1) year of related research experience, including experience in a lead research role; or Doctorate degree.

    Years of experience vary based on the education level

    PHYSICAL REQUIREMENTS:

    Exerts up to 20 pounds of force occasionally and/or up to 10 pounds frequently and/or a negligible amount constantly to move objects.
