Entry Level Position - Appraiser II The El Paso Central Appraisal District is accepting applications for the position of Appraiser II. The position requires the performance of appraisal and classification of real and/or personal property. This work requires a high degree of concentration and resourcefulness; receives detailed instructions on new and unusual assignments; work is closely reviewed for accuracy, completeness, and adherence to instructions, policies and procedures. This position requires a positive mental attitude. ALL APPLICANTS MUST POSSESS ALL THE MINIMUM QUALIFICATIONS AND A VALID TEXAS DRIVERS LICENSE. All applicants must receive an appraiser registration permit within 2 months of hire and must pass Course 101: Property Tax Administration & Course 102: Property Tax Appraisal or as mandated by the State Comptrollers Office and Texas Department of Licensing and Regulation within 12 months of hire. EXAMPLES OF WORK PERFORMED: Under general supervision performs appraisal of commercial, residential, land and personal property of average difficulty; Inspects property to determine value, depreciation and replacement costs; Performs research and analyzes work relative to property valuations and tax matters; Performs work involving splitting or real estate parcels; Prepares input data for the computer; Verifies input and output data for correctness; Performs detailed coding, posting and other bookkeeping functions incidental to the maintenance of records; Provides information to the public relating to tax laws, ordinances and factors influencing the value or real and/or personal property; Performs other duties, which may be assigned. MINIMUM QUALIFICATIONS: Training and Experience: Completion of high school or equivalent supplemented by completion of 2 years of college level courses in related field, or 2 years in related field; Completion of courses as mandated by the State Comptrollers Office and Texas Department of Licensing and Regulation or any equivalent combination of training and experience at the discretion of the Chief Appraiser. Knowledge, Skills and Abilities: Knowledge of state and local laws relating to property taxation; Knowledge of methods and procedures used in real an/or personal property appraisal; Knowledge of property and market value relationships; Knowledge of types and methods of construction of commercial and residential properties; Knowledge of surveying and drafting and its application to mapping; Some knowledge of appraisal office organization; Some knowledge of accounting methods and applications; Skill in the analysis of appraisal data; Skill in the verification an/or validation of appraisal methods and results; Skill in the recognition of economic and market value factor relating to appraisal methods; Ability to organize work activities; Ability to identify factors that influence property values; Ability to gather information and take accurate field notes; Ability to make arithmetical computations with accuracy and speed; Ability to prepare required reports; Ability to prepare and draw outlines of buildings and property metes and bounds; Ability to perform appraisals of real and/or personal property; Ability to apply appraisal principles and techniques in an equitable and justifiable manner; Ability to ascertain facts by checking accounting records, books and reports; Ability to prepare concise reports of fiscal examinations and transactions; Ability to establish and maintain effective relationships with employees and the public.
