Eligibility Specialist - Bilingual Preferred Young Adult Case Manager (Onsite)
Job Description
· Assists customers with enrollment in Career Office federally funded services.
· Accurately determines eligibility in accordance with local, state, and federal policies and procedures to ensure adequate and proper utilization of program funding.
· Collects and verify proper documentation and conduct data entry as required.
· Provides ineligible individuals with alternative resources within the center and community
· Documents in counselor notes that a determination was made regarding an applicant’s eligibility status for WIOA Youth program consideration. This entry should indicate that the applicant’s eligibility status is either complete or incomplete & pending or denied.
· Ensures counselor notes contain factual information, professional decisions and be written professionally and with integrity.
· Assists individuals in determining additional information needed such as verification of income, assets and other legal aid.
· Thoroughly documents and ensures each participant meets all the criteria and necessary documentation is accurate and placed in the customer file.
· Ensures updates to any TWC guidelines are adhered to.
· Verification of eligibility and employment. Verify continuing eligibility at the beginning of each month for customers receiving TANF/Food Stamps in TWIST Ensures documentation is complete.
· Ensures Work in Texas and Wagner-Peyser is thoroughly completed.
· Verifies all funding streams have been explored and case files updated accordingly.
Qualifications
· Bachelor’s Degree in related field.
· Knowledge of work experience
· Minimum of 2-3 years’ experience in workforce development or recruitment
· Excellent verbal and written communication skills.
· Demonstrated customer service skills
· Should have a considerable skill in interviewing techniques and good knowledge of all functions of industry clusters.
· Familiarity with communities being served with knowledge and understanding of local needs and resources.
· Demonstrated knowledge of labor market trends.
· Demonstrated computer skills, with experience using word processing and spreadsheet software programs.
· Demonstrated performance in placing program participants into employment.
· Ability to meet and/or exceed set goals and objectives.
· Demonstrated experience in communicating with area employers.
· A valid driver’s license and proof of auto insurance that meets the State of TX requirements

Extensive standing, sitting, computer, phone, and deskwork required; some kneeling and lifting of up to 10 pounds required; work primarily in a defined office environment with specified hours, although flexible hours including overtime may be required; interacts one on one and in groups with individuals from a diverse range of backgrounds.
