    Description:

    Engineer I-III assist in advanced professional work to provide, maintain, and oversee public works infrastructure and economic development projects under contract by County Commissioners. Responsibilities include design, plan review, construction inspection, and enforcing prescribed standards and specifications, and report to Supervisor and make determination of work necessary to correct deficiencies when work is not in compliance. Employee is also responsible to assist preparing reports and presentations concerning public works and economic development activities and maintaining a database of County resources.

    Essential Functions:

    • Assist public and government agencies on a wide range of public works and economic development issues, as needed, associated with Community development including seven Towns and the Redevelopment Commission.
    • Apply standard principals, construction drawings, and project specifications for County infrastructure projects, economic development projects, and other work performed in the Public Right-of-Way to assure compliance
    • Cooperate with the Office of Economic Development staff and its research, promotion, and internal management activities
    • Provide staff support for all County Redevelopment Commission activities including meetings, agendas, and County Tax Incremental Finance Districts
    • Review and track subdivision, site plan, zoning, other land use development plans
    • Maintain communication with other governmental offices, local municipalities, industry and investigate public complaints, document, and discuss solutions with the public
    • Assist in preparation of communication and updates for the County Board of Commissioners and Council
    • Maintain current knowledge of engineering standards and practices, and applicable State and County codes through continuing education and frequent reference to legal updates, manuals, and periodicals.
    • Determine proper methods to correct deficiencies, recommend solutions, and report deficiencies to supervisor and County Engineer
    • Maintain communication with supervisor regarding progress of work and any non-routine decisions based on the Dept. of Public Work’s guidelines and policies.
    • Knowledge and the use of computers: GIS, Civil Engineering Site/Road Design Software, Computer Aided Design Software, File Management, Word Processing, Spreadsheet, and Database skills preferred
    • Compile and organize required project paperwork and ensure accuracy

    • Bachelor’s Degree in Civil Engineering, approved Science, Engineering Technology or Construction Management curriculum, and experience of specialized knowledge of economic development principals, engineering principles and practices developed on the job in related field, or Engineering-in-Training or Engineering Intern license/registration, or Professional Engineering license/registration in the State of Indiana.
    • Working knowledge of County and State regulations, civil engineering and land surveying principles and practices. Ability to comprehend data in plans, maps, and specifications and regulatory code and ordinances.
    • Ability to exercise sound judgment to make field decisions regarding procedures, quality, acceptance or rejection of the work, etc.
    • Administrative ability to maintain current knowledge of and track the status of various types of projects on multiple projects, the amount of money allocated and presently remaining for the completion of projects and compliance
    • Ability to work as part of a team and effectively communicate orally and in writing with staff members, construction personnel, industry professionals, business leaders, community organizations utility personnel, home builders and developers, the public, County Commissioners, County Council, and other government officials. Project Engineers work with the Office of Economic Development, Building Department, Area Plan, Health Department, the Michiana Area Council of Governments (MACOG), the Indiana Department of Transportation, and any other local public agencies that may have an interest in the work performed, including being sensitive to professional ethics, gender, cultural diversities, and disabilities.
    • Ability to effectively manage the workday, multiple projects and deadlines, and be attuned to the importance of the attention to detail.
    • Able to operate a motor vehicle and possess a valid Driver’s License
    • Must be at least 21 years of age
    • Able to comply with county and department policies and work rules, including, but not limited to, attendance, safety, drug-free workplace, and personal conduct
    • Able to competently serve the public with diplomacy and respect, including occasional encounters with irate/hostile persons.

    Physical Demands:

    The majority of the work is carried out in an office setting and at various construction locations in the county and on uneven terrain, sometimes in inclement weather and varying temperatures, but not usually for any prolonged period. Physical demands consist of standing; walking; bending; crouching; lifting objects up to 50 lbs. including, out-of-town travel and overnight stays; extended working hours- evenings and weekends; operate standard office equipment, inhaling fumes and/or dust from various construction materials, noise, extreme temperatures, wet/icy conditions, and sitting in front of computer. Safety precautions must be followed at all times to avoid injury to self and others.
