Expression Networks is looking for a Sr. EMSO and EW SME to directly support DoD CIO oversight and management of the DoD EMS Enterprise from the OSD level. You will support Government development and execution of the DoD's conditions-based establishment of effective EMS Enterprise Governance. In support of this objective, you will generate analysis and recommendations in the form of slideshows, papers, presentations, press releases, and reviewed congressional reports.

Responsibilities include:

• Creating, reviewing, and providing technical writing, analysis, and recommendations in support of top-tier foundational documentation, analysis, memoranda, and other strategic level products as directed.
• Providing expert analysis, recommendations, and content in order to create, revise, and support formal staffing activities for international and domestic DoD-level policy and strategy issuances, directives, and instructions.
• Developing and refining DoD EMS Superiority communications strategy and presentation content, including publication of editorials.
• Supporting development and establishment of effective, balanced, and sustainable DoD EMS Governance.
• Providing NCR / offsite DoD CIO presence for online collaboration, program and policy reviews, and technical seminars.
• Reviewing and updating OSD, Joint, and Service EMS directive issuances and supporting new issuance production and staffing activities.
• Acting as SME in EMS Superiority-related stakeholder meetings, workgroups, symposia, and IPTs.
• Conducting expert liaison to DoD CIO, USSTRATCOM, USDs, Centers, other federal and non-federal agencies and other relevant stakeholders.
• Participating in DoD, Joint, Service, CCMD, lab and academic EMSO developmental forums (e.g., JHU, GTRI).
• Supporting EMS-related DARPA and CAPE initiatives (e.g., EW/Cyber Strategic Program Review).
• Supporting the creation and delivery of EMSO stakeholders and Warfighter readiness, training and education.
• Participating in the steering and development of EMBM architecture, processes, data standards, and KPP/KSAs.

Requirements:

• Experience within or working with the DoD CIO, OUSD(Policy), Joint Staff and USSTRATCOM organizations
• Expertise with current Microsoft productivity applications
• 5+ years of published technical writer experience documenting instances
• 10+ years of experience in EMS-related industry
• 15+ years of combat-ready DoD operations and planning experience in EMS Operations.
