Job description
We are hiring highly motivated and experienced FEMA Public Assistance Technical Specialists to join our team of professionals working on FEMA disaster recovery projects. The ideal candidates should have a minimum of five (5) years of FEMA PA TAC experience in any of following position: Provide guidance, oversight, and general programmatic assistance to applicants and maintain currency of and compliance with applicable state and federal grant management policies and procedures relating to the Public Assistance Grant Program.
Identify potential impacts / implications of policy changes to Federal/State/local programs and provide briefings as required.
Lead meetings and briefings with applicants
Perform damage assessments to establish potential eligibility for FEMA funding and extent of applicable damages
Conduct detailed cost estimates of damages using knowledge of FEMA, State, or Local Cost codes and other cost data
Perform project validation reviews and address any inconsistencies, special considerations, and compliance issues with management
Make hazard mitigation determinations and recommendations to reduce or eliminate the chance of damages occurring in the future
Provide technical guidance and recommendations to management.
Review supporting documentation for the assigned subawards to ensure that each subrecipient receives appropriate reimbursements.
Develop, maintain and implement plans and procedures associated with the effective and efficient delivery and monitoring of grant performance of the Public Assistance Grant Program.
Perform quality control review procedures over work performed by other Disaster Recovery Specialists and Grants Management Specialists.
Provide subject matter expertise directly related to the administration and management of the FEMA grant programs
Collaborate with the Grants Management Specialists to identify and elevate financial or administrative issues for resolution, including responding to Federal Awarding Agency or Recipient Request for Information.
Responsibilities may include:
Conduct site assessments and inspections of damaged infrastructure
Develop Damage Description and Dimensions (DDD) in Grants Manager and provide supporting documentation for work orders
Develop and implement disaster recovery plans
Provide technical assistance to local government officials and community leaders
Oversee the construction of disaster recovery projects.
Prepare reports and documentation.
Qualifications/Skills:
Preferred Bachelor's degree in your field from an accredited university
Must have at least five (5) years of FEMA Public Assistance experience in disaster response and recovery can include state/county disaster recovery
High School diploma accepted with 15 years of experience in disaster recovery
Professional licenses and certifications (such as P.E. license, PMP, etc.) is preferred.
Experience working in commercial and public facilities, including roads, bridges, water/wastewater treatment facilities, schools, environmental planning and municipal buildings.
Strong Microsoft Office Skills, excellent written skills, and excellent oral communication skills
Experience and comfortability using a Smart Phone
The ability to deploy to any location within a 24–48-hour notice
The ability to go on 6–12-month deployments at a minimum
Sound technical knowledge base of discipline’s standard concepts, principles, and techniques
The ability to work independently, in a team environment, and under stressful conditions with tight deadlines
