    Job Description

    We have openings for Facility Safety Officers. You will provide high level technical support, collaborate in the continuing implementation of the Strategic Deterrence (SD) Environmental, Safety and Health (ES&H) Program, and ensure regulatory and compliance obligations are met. You will serve as a catalyst for the execution of SD’s Integrated Safety Management program through effective collaboration with SD managers, researchers, operations personnel, and ES&H support organizations. This may require support of both the Superblock Complex and the Radioactive Hazardous Waste Management facilities (RHWM). These positions are in the Strategic Deterrence Directorate.

    These positions require full-time on-site presence due to the nature of the work.

    These positions will be filled at either level based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level.

    In this role, you will

    • Ensure adherence to Facility Safety Plans, work control documents, and Operational Safety Plans (OSP) where applicable, and other facility related safety documents.
    • Review and concur as a required planning team member on work control documents implemented into the nuclear facilities.
    • Lead Management Assessment teams in support of startup activities including compliance with criticality safety and other safety controls.
    • Serve as an advisor to multiple levels of programmatic leadership and staff on nuclear, radiological, and facility-specific ES&H issues.
    • Develop, implement, and execute safety related programs and briefings. Review and concur on facility training and qualification programs to ensure compliance with applicable safety regulations.
    • Maintain safety-related records and databases including the Response Action Forms and Facility Event Reports. Analyze and interpret complex data, identify problems and provide original solutions to ensure safety programs are adhered to and a safe working environment is maintained.
    • Assist Facility Management in the coordination, deconfliction, and release of work within the nuclear facilities.
    • Maintain regular field presence through attending pre-job briefs, conducting safety walkdowns, and performing criticality safety evaluations of programmatic activities.
    • Act as the primary contact for emergency response and other off-normal events in the facilities such as equipment malfunctions, alarms, and worker injuries.
    • Perform other duties as assigned.

    Additional job responsibilities, at the 302.2 level

    • Act as Subject Matter Expert and point of contact for the Superblock and/or RHWM facilities on environmental, safety and health matters, advise and assist facility users to assure safe operation and full regulatory compliance.
    • Provide support for operational assessments of the Superblock or RHWM when the Safety manager is unavailable. This may include interfacing with various levels of government oversight and management (DOE, NNSA, DFNSB, etc.).
  • Qualifications

    Qualifications

    • Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
    • Bachelor's degree in occupational or environmental safety and health or related field or equivalent combination of education with extensive related experience.
    • Technical knowledge of and experience working in a nuclear facility, nuclear reactor, chemical, high hazard, (e.g., explosive), radiological operations, or similarly complex or highly regulated facility with administrative, ES&H, technical lead and/or supervisory authority and responsibilities.
    • Advanced technical expertise and experience planning the integration and implementation of new safety programs and/or operational best practices.
    • Experience in interpreting and implementing high-hazard facility policies and practices.
    • Experience trending, analyzing and interpreting complex data, reporting results, identifying problems and implementing solutions.
    • Strong written, verbal communication, and interpersonal skills, specifically the ability to explain and present complex ideas as well as to influence employees and all levels of management and work effectively in a collaborative work environment with advanced organizational skills and attention to detail, accuracy and follow-through.
    • Leadership and/or management experience in a research and development environment or high hazard facility.
    • Ability to obtain Associate or Fissile Material Handler Certification including respirator certification / qualification.

    Additional qualifications at the 302.2 level

    • Advanced knowledge of and experience working with Facility Safety Procedures, Operational Safety Plans, Hazard Control Plans, and/or other Work Control documentation and ensuring safe and secure operations in high-hazard and/or nuclear facilities
    • Advanced knowledge of LLNL or other high hazard facility policies, procedures, regulations and standards.
    • Experience frequently working with, coordinating, and collaborating on projects outside of normal work groups, to include non-LLNL entities (e.g. fire department, hospitals, etc.).

    Qualifications We Desire

    • Working knowledge of LLNL Safety Basis process (DSAs and TSRs).
    • DOE RCT Qualification.
    • Certified or Senior Certified Fissile Material Handler Qualifications.
