    Job Description

    OUSD(A&S) performs acquisition oversight, including technical, and programmatic evaluation of Major Defense Acquisition Programs (MDAPs), Major Automated Information System (MAIS) programs, and other DoD programs. The Financial Analyst (SME)'s job duties will include, but not be limited to the following:

    • Analyze and support OUSD(A&S) budget administration for assigned programs, projects, and PEs, including studies.
    • Support all phases of Planning, Programming, Budgeting, and Execution (PPBE) for assigned programs and provide input on budget irregularities or potential issues.
    • Analyze Program Objective Memorandum (POM), Program Budget Review (PBR), and President’s Budget (PB) submissions during the Department Program Review process.
    • Review Defense appropriation and authorization documents to address programmatic and fiscal changes.
    • Participate in POM issue team meetings, developing documents, recommendations, and position papers related to the PBR process.
    • Assist in the creation of budget submissions, including O-Docs, R-Docs, and P-Docs.
    • Coordinate and consolidate comments and findings for OUSD(A&S) leadership.
    • Support budget development and execution for assigned PEs, ensuring integration within the assigned portfolios throughout the budget process.
    • Prepare and process funding document approval requests using automated financial systems.
    • Coordinate with Washington Headquarters Services (WHS) financial personnel to resolve questions and achieve approval of fund documents.
    • Prepare and track monthly reports on fund document approvals by PE and monitor funds execution, including commitments and expenditures.
    • Report progress on meeting OUSD(Comptroller) funds execution benchmarks and maintain entries in government financial systems.
    • Assist in visual presentations of data and maintain understanding of fiscal and appropriation laws.
    • Communicate with government personnel to identify and address program issues impacting budget execution.
    • Support financial reviews and report RDT&E funds execution for the National Science Foundation survey.

    Qualifications

    • Active Secret Security clearance
    • Bachelor's Degree
    • 15 years federal or defense financial management and budget experience, including a working knowledge of the DoD Financial Management Regulations
    • Demonstrated experience in preparing and tracking financial commitments, MIPRs, purchase requests, obligations, and expenditures, budgeting, and financial management
    • Demonstrated experience supporting the PPBE process, such as preparing budget exhibits and forecasting
    • Able to create and maintain complex financial spreadsheets
    • Experience with related Government Financial Management systems including at least one third of the following systems: Defense Acquisition Initiative (EBS, P2P, O2C, OBIEE, Hyperion); G-Invoicing; Select & Native Programming Data Input System for Information Technology (SNaP-IT); Department of Defense Information Technology Investment Portal (DITIP); Comptroller Budget Estimate Submission tool (Comptroller RDT&E XML Exhibits); Defense Travel System; Program Resources Collection; Dormant Account Review Quarterly (DAR-Q); Wide Area Workflow (WAWF); WHS SharePoint Sub-Allotment Portal; and CAPE Program Budget Review (PBR) Issue Nomination System
