    GENERAL PURPOSE

    Performs professional administrative duties as a Department Head related to planning, organizing, directing, staffing, and coordinating fire prevention and suppression activities, emergency medical services, and emergency operations within the City.

    SUPERVISION RECEIVED

    Reports to and works under the broad policy guidance and direction of the City Administrator.

    SUPERVISION EXERCISED

    Provides general supervision to Department personnel directly or through subordinate supervisors, including Fire Captains and Firefighters.

    ESSENTIAL FUNCTIONS

    1. Administers the day-to-day operations and internal affairs of the department and its services, as per City policies and Department procedures. ~~~~
    2. Assists or assumes command at fire scenes or at large scale incidents. ~~~~
    3. Responsible for support and coordination of City homeland security and emergency management, between the fire department, other city departments and other agencies. ~~~~
    4. Acts as Emergency Manager for the city. ~~~~
    5. Evaluates performance of Fire Department staff administering appropriate performance improvement plans and/or disciplinary actions as required in accordance with established City HR policy. ~~~~
    6. Establishes organizational units within the department and designates personnel to operate and supervise each unit accordingly. ~~~~
    7. Approves of new hires for the fire department in accordance with established City HR policy. ~~~~
    8. Directs training of personnel, administers laws, and enforces rules and policies affecting the department. ~~~~
    9. Evaluates and amends Fire Department policies and protocols to improve ~~~~ Department performance. ~~~~
    10. Oversees and ensures the proper training, operation, use, and maintenance of the fire station, vehicles, and equipment. ~~~~
    11. Responsible for developing, preparing, and submitting the proposed department budget, goal setting, risk management, and administering department expenditures within budget. ~~~~
    12. Ability to analyze, evaluate, and implement new service delivery methods, plans, procedures and techniques. ~~~~
    13. Regular and predictable attendance ~~~~
    14. May be assigned other duties as deemed appropriate by the City Administrator. ~~~~
    
    **_MINIMUM QUALIFICATIONS_**
    
    1\. Education and Experience:
    
    A. Graduation from a college or university with a bachelor’s degree in fire science, public administration, or related field;
    
    B. Ten years progressively responsible firefighting/EMT experience; five years of which must have been as a Fire Department Chief, Deputy Chief, or Fire Captain.
    
    C. Or an equivalent combination of education and experience.
    
    2\. Knowledge, Skills and Abilities:
    
    **Extensive knowledge of** laws, ordinances, codes, and regulations affecting goals, objectives, and department operation; principles and practices of fire prevention and suppression; training, use and maintenance requirements and practices of fire fighting equipment and apparatus; departmental rules, policies and regulations; city geography; emergency medical practices and procedures.

    **Considerable knowledge of** principles of supervision and management practices and procedures; budget development and preparation; common fire and chemical hazards and related safety precautions; public speaking and interpersonal communication skills; department budgeting and control procedures; modern practices related to personnel training; management and motivation; firefighting techniques and equipment.
    
    W **orking knowledge of** fire/arson investigation procedures and International Fire Code.
    
    **Skill in** the evaluation of tactical and operational requirements of conflagration situations as well as communication practices related to public information and speaking with news media.
    
    **Ability to** plan, organize, and direct the implementation of overall fire department programs and objectives; direct and supervise various levels of professional firefighters; evaluate performance without partiality; communicate effectively, verbally, and in writing; make quick and accurate decisions in emergency situations, develop effective working relationships with local elected officials, other city Department Heads and staff, city merchants, representatives of a variety of County, State, Federal and local agencies, media, subordinates, and the public.
    
    3\. Special Requirements, Certifications and Qualifications:
    
    Must possess a valid Driver License.
    
    Must be State Fire Officer I and II certified.
    
    Must have Hazmat Awareness and Operations certification.
    
    Must have Incident Safety Officer certification.
    
    Must have AEMT certification.
    
    Must be NIMS certified in IS-700, IS-703, IS-706, IS-800, ICS-100, ICS-200, ICS-300, and ICS-400.
    
    Must obtain Fire Inspector I certification within one year of hire.
    
    Must obtain Fire Investigator I within 18 months of hire.
    
    4\. Work Environment:
    
    Functions of the position generally performed in a controlled environment, but subject to all seasonal and weather extremes. Emergency response travel expected in normal course of performing duties. Many functions of the work pose a high degree of hazard uncertainty. Various levels of mental application are required, i.e., memory for details, emotional stability, discriminating thinking, creative problem solving, and continuous use of motor skills.
    
    FLSA AND AT-WILL STATUS
    
    This position is an at-will position and is exempt from the protections of Utah Code 10-3-1105. As such, the Fire Chief may be terminated with or without cause and shall not be entitled to due process appeal authority as set forth in Utah Code 10-3-1106.
    
    The Fire Chief position is an exempt position under the Fair Labor Standards Act.
