Summary
Under general supervision, the Assistant Controller is responsible for managing the day-to-day accounting functions and ensuring on-time and accurate financial data and reporting in conformance with applicable technical and statutory standards. Work is moderately varied and complex, and requires a moderate degree of discretion and independent judgment. Includes A/P, A/R, and Payroll.

Essential Functions
- Plans and assigns work; monitors department workload; makes timely and effective adjustments.
- Prepares or oversees the preparation of accurate entries into the accounting system, including journal and ledger entries.
- Prepares accurate and timely financial statements and reports, including variance analysis and explanation, in accordance with applicable laws, regulations and internal policies, including GAAP accounting principles.
- Oversees maintenance and reconciliation of balance sheet accounts and subsidiary ledgers, and ensures that variances are appropriately resolved.
- Oversees cash management to ensure accounts are kept at levels necessary to meet daily cash requirements.
- Maintains and monitors fixed assets, including preparation of depreciation schedules.
- Conducts internal financial audits; makes recommendations based on findings; develops and maintains audit schedule.
- Oversees reinsurance process, including review of claims submitted, potential receivables and reconciliation to ensure maximum recovery.
- Maintains the chart of accounts.
- Implements and maintains monthly and year-end finance calendar to ensure the accuracy and timeliness of close.
- Implements and maintains internal controls, and accounting policies and procedures for assigned areas of responsibility.
- Assists Controller with managing external audit relationships and processes.
- Promotes and maintains, and ensures that direct reports promote and maintain an environment that supports HPSJ’s strategy, vision, mission and values.
- Hires, supervises and retains a competent staff.

REQUIRED
- Strong knowledge of finance, accounting, budgeting, auditing and cost control principles, theory and regulations, including accrual base accounting, organizational auditing and fixed asset accounting.

Required Experience
Education and Experience
REQUIRED
- Bachelor’s Degree in Finance or related; and
- At least five years progressively responsible accounting experience; and
- Four years of supervisory experience in accounting; or
- Equivalent combination of education and experience.
PREFERRED
- Master’s Degree.
- Healthcare or managed care experience in an HMO, hospital or related.
- Experience working with Medi-Cal or other state sponsored programs.
LICENSES, CERTIFICATIONS
REQUIRED
- Valid California driver license and reliable transportation or, the ability to obtain transportation on demand in the counties served by HPSJ if prohibited from getting a driver license due to a medically documented disability.
