Job Description
This is an entry-level engineering position providing either construction or maintenance operational support. Responsibilities will be dependent upon the job assignment and direction of the manager but may include:
- Assisting senior engineers in the day-to-day contract administration of major and minor transportation projects.
- Tracking cost, schedule, and quality of construction projects assigned.
- Independently conducting moderate to complex on-site inspections of roadway and structure construction processes and materials to assure compliance with contract agreements, standards, and specifications.
- Collecting and organizing records for preparation of monthly estimates and final estimates.
- Managing written and verbal communication with contractors, inspection staff, utility companies, and the public to ensure compliance with contract plans, standards, and specifications.
- Reviewing and evaluating data collected by field staff.
- Reviewing contract plans, specifications, and material testing results.
- Preparing technical letters and reports in support of contract administration duties.
OR
- Assisting in administering a diverse range of programs and functions and performing other duties which are essential to the objectives and initiatives of highway maintenance.
- Assisting in the processing of complex driveway permits and encroachment agreements, outdoor advertising, and road addition investigation.
- Performing on-site inspections for compliance with NCDOT specifications for encroachments, driveway permits, and subdivision and drainage issues.
- Performing complex drainage reviews for field maintenance operations and for proposed secondary construction projects.
- Preparing plans, estimates and quantities for all purchase order contracts in accordance with specifications, standards, directives, and sound engineering principles.
- Designing and analyzing engineering projects and assisting higher level engineers on major and complex projects.
The successful candidate will have the ability to perform the following:

Minimum Qualifications
- Bachelor's degree in Civil Engineering, Construction Management, or related field
- Knowledge and understanding of general concepts, practices, and theories used in construction, construction inspection, and/or construction surveying
- Knowledge of NCDOT policies and procedures
- Experience reading, interpreting, and administering highway construction plans and contracts
- Experience in managing resources, monitoring activities, assessing environmental risks, and performing quality control
- Experience managing concurrent projects and assignments
- Proficiency in making highway engineering calculations
- Basic computer skills including Microsoft suite of software
- Proficiency with iPad/Tablet for daily data entry
- Willingness to work both indoors and outdoors, in varying weather conditions
- Willingness to work weekends and nights if required
- Valid driver's license and favorable driving record
- Ability to lift up to 50 pounds
