    LOCATION: Midland, TX

    CONTEXT: Our client, an oilfield services company, is seeking an experienced Health, Safety, & Environmental Manager to lead and oversee HSE functions, create, develop and maintain an effective HSE program, and instill an excellent safety culture from the top down and throughout the entire organization.

    RESPONSIBILITIES:

    • Develop, implement and manage HSE programs and initiatives to meet regulatory requirements and HSE needs of the company.
    • Direct and coordinate activities of employees engaged in HSE programs.
    • Monitor health, safety and environmental regulatory compliance throughout the company.
    • Communicate all findings, concerns, and deficiencies to the responsible management team and ensure that issues, concerns, and deficiencies are corrected. Develop and implement strategic solutions that will support management's efforts to improve and maintain compliance.
    • Review and oversee all work processes and conditions to ensure HSE protective measures are optimized. Develop, recommend preventative and improvement measures to ensure the enhancement of HSE programs.
    • Manage and oversee the interactions with government agencies, professional HSE groups, community advisory panels, corporate HSE officers, and all internal safety activities.
    • Act as an HSE SME (Subject Matter Expert). Provide direct and timely counsel and information to management in matters pertaining to HSE, compliance, trends, performance, and concerns.

    QUALIFICATIONS:

    • Bachelor's degree in occupational safety and health or related field.
    • 5+ years of HSE leadership experience with an oil and gas service company, preferably related to water transfer operations.
    • Prior experience with the following:
      • Maintaining ISN, Avetta, PEC and similar safety platforms.
      • Writing/revising SOPs.
      • Reviewing MSAs and completing new customer safety audits.
      • Conducting safety meetings
      • Attending post incident safety meetings/ root cause analysis reporting.
      • Overseeing DISA drug testing
    • Current Safeland, H2S, First Aid, and CPR certifications. Instruction certification preferred.
    • Working knowledge of federal, state and local health and safety, and environmental regulations.
    • Ability to solve advanced problems and deal with a variety of options in complex situations.
    • Ability to respond effectively to the most sensitive issues.
    • Ability to make effective and persuasive presentations on complex topics to employees, clients, top management and/or public groups.
    • Ability to motivate and negotiate effectively with key employees, top management, and client groups to take the desired action.
    • Fluent in English and Spanish.
