POSITION TITLE: Delaware Valley Intelligence Center (DVIC) Epidemiologist
LOCATION: Philadelphia, Pennsylvania
ANNUAL SALARY RANGE: $60,000
EMPLOYMENT STATUS: Full-time position with benefits.
JOB DESCRIPTION:
This position involves high level epidemiological support to the Injury prevention unit of the Division of Chronic Disease and Injury Prevention and to the Philadelphia Police Department in managing and reporting of data relating to violence in the city. The person filling this position is responsible for data abstraction, management and analysis of PPD-related datasets, in particular those relating to violent injuries and deaths. These data will be captured to assess trends in violent incidents, particularly those related to gun violence, and to analyze them in relation to other data available about perpetrators, victims, and environmental factors (alcohol outlets, vacant lots and buildings, etc.). The person filling this position will work very closely with staff within the Division of Chronic Disease and Injury Prevention, the Medical Examiner’s Office, the Health Commissioner’s Office, the Police Department, and with academic, healthcare and community partners across the City. The ideal candidate is collaborative, enthusiastic, takes initiative, and can follow projects through to completion. The position requires strong analytic and writing skills. Demonstrated experience using statistical software (e.g. R, SAS, Stata, etc.) for analysis of health-related data is required.
ESSENTIAL DUTIES:
Under the supervision of the Philadelphia Police Department, with technical consultation from the Health Department, the DVIC Epidemiologist will perform the following essential job functions:
· Develop, refine, and perform data cleaning/quality assurance routines for violence-related datasets.
· Abstract, analyze, and clean data on shootings and violence-related arrests, including number of victims, causal factors if known, time of day, day of week and location information, as well as on gang activity and social network analysis as well as history of criminal justice involvement of victims.
· Conduct statistical analyses, including descriptive and inferential analyses, with a wide range of datasets, including administrative data, national datasets, and internal research and evaluation project datasets.
· Perform all aspects of the research process, including: literature reviews, designing research questions, constructing research instruments, data collection, data entry and preparation, data analysis, statistical analysis, and reporting of research findings
· Manage and complete Institutional Review Board applications as applicable
· Perform metric reporting for grants and internal purposes.
· Develop, refine, and oversee production of regular internal data reports.
· Identify barriers to programmatic goals and assess and implement solutions.
· Summarize analytic findings for presentation at scientific conferences and publication in technical and scientific journals.
· Reports analytic findings in the forms of tables, graphs, maps, written reports and presentations to a variety of audiences.
· Responds to requests for data on health-related statistics and associated health behaviors.
· Performs other related duties as assigned or directed to meet the goals and objectives of the Division of Chronic Disease and Injury Prevention.
Qualifications
MINIMUM QUALIFICATIONS:
Completion of a master’s degree in Public Health at an accredited college or university, with a focus in Epidemiology or related field that includes a minimum of two graduate level courses in Epidemiology or two comparable graduate level classes in advanced research methodology AND two graduate level courses in statistics or biostatistics AND At least two (2) years of work experience within the field of Epidemiology performing study design, evaluation or analysis. Applicant must be a US Citizen and able to pass a criminal background check.
DESIRED QUALIFICATIONS:
· Knowledge of the principles and procedures of epidemiological research including study design or epidemiological surveys, theory and application of epidemiological methodologies, principles and methods of biostatistics, and preparation of scientific research reports.
· Strong analytical abilities using statistical analysis software (R, SAS, Stata, etc.).
· Experience with database development (MS Access or similar software).
· Training or experience with mapping software (ArcGIS preferred).
· Experience in ESRI-based GIS software, crime analysis, and gun violence research a plus.
· Ability to analyze data, write project proposals, and technical reports.
· Excellent oral and written communication skills.
· Ability to analyze and think critically to apply reasonable judgment and problem-solving skills.
· Experience working and conducting research with health and prevention service agencies.
· Excellent organizational skills.
· Ability to work as part of a team, to prioritize and handle multiple tasks, and to work independently in a high-pressure environment.
· Ability to establish and maintain effective relationships with persons contacted in the course of work;
· Sensitivity to and experience working with ethnically, culturally and sexually diverse individuals, communities, agencies and organizations.
