    TITLE: Human Resources Director

    Reports to: Chief Financial Officer

    Classification/FLSA Status: Regular Full-time/Exempt

    LOCATION: Hybrid

    POSITION SUMMARY:

    The HR Director will be responsible for managing the HR team and all HR matters for all employees – including workforce planning, talent acquisition, compensation, employee relations, training, and legal compliance, as well as developing a diverse, equitable, and inclusive organizational culture. As a trusted advisor to the executive team, they will establish an HR strategy to strengthen the systems, processes and infrastructure in place to support the council’s objectives. It is critical that this person interacts with all levels of the organization, responds well to pressure, is resourceful and efficient, and maintains a high level of professionalism and confidentiality.

    Essential Duties and Responsibilities:

    Establishing and directing the strategy for recruiting, developing, and retaining top talent

    Crafting and administering company-wide personnel policies and services to improve organizational performance in alignment with the company’s objectives

    Creating, documenting, and strengthening the systems, processes, and infrastructure to support the company’s business and people strategies

    Developing hiring, onboarding, professional development, and performance evaluation processes

    Ensuring employees understand performance expectations though oversight and communication of company policies, job descriptions, and performance reviews

    Managing total rewards philosophy including compensation and benefits programs, administration and payroll, as well as employee well-being initiatives and engagement groups (ERGs)

    Oversight and assuring accuracy of the council’s payroll function related to the HR functions.

    Supporting and maintaining communications loop for cross functional collaboration and organizational/ mission understanding for all team members

    Investing in strategies that lead to increased workforce engagement and satisfaction, including retention and succession planning. Lead skill growth and betterment sessions to more fully engage team members, managing organizational All Staff meeting agendas, service anniversary program, and other organizational culture efforts

    Conducting educational training to supervisors and employees on various HR related topics, including, but not limited to, recruiting, performance and talent management, compensation, benefits, and general HR and Council policies and procedures

    Coaching people managers; encouraging managers and team members to work together to resolve workplace and performance issues

    Reducing legal risks for the organization by ensuring compliance with federal, state, and local regulations related to employment matters

    Develops and manages HR departmental budgets and corresponding resource allocations.

    Active participation in the development of environments that foster diversity, equity, inclusion, and access through words, actions, and attitude.

    Performs other duties as necessary or assigned.

    Ability to work independently and accurately under pressure of multiple deadlines, while being flexible and adaptable.

    Detailed oriented with the ability to plan, set priorities, and adapt to rapidly changing situations while meeting commitments in a timely manner and staying focused under pressure. Must have expert level written and verbal communication skills, and strong decision-making ability.

    Excellent computer skills including Microsoft Office and working knowledge of Paylocity and Employee Navigator, and other Medical/Dental/Vision and supplemental insurance software knowledge and experience is a plus.

    Ability to work a flexible schedule including evenings and weekends.

    Travel throughout council jurisdiction up to 20% of the time.

    Capability to provide own transportation and maintain valid operator license.

    Education and Experience**:

    Bachelor’s degree or equivalent experience with eight years of directly related work experience, and at least six years of leadership/management experience. Advanced degree preferred.

    Human resources certification of PHR from HRCI or SHRM-CP from SHRM preferred.

    Experience building and supporting high-functioning teams are essential.

    Prolonged periods sitting at a desk and working on a computer.

    Operate office equipment manually.
