    Job Summary

    Burton Behavioral Interventions Corp. (BBIC) is seeking a detail-oriented and proactive Human Resources Generalist to support all aspects of human resources, compliance, employee relations, licensing, and workforce management within our ABA company. This position is responsible for assisting with hiring and managing Behavior Technicians (RBTs/RBAIs), BCBAs, and all necessary ABA staff, ensuring compliance with Oregon employment laws, BACB regulations, Health Licensing Office (HLO) requirements, OSHA standards, and workers' compensation policies.

    The HR Generalist will play a key role in recruitment, onboarding, compliance, staff support, employee relations, scheduling, time-off requests, tracking supervision forms, verifying session notes, handling incident reporting, managing staff evaluations, and overseeing benefits administration. The ideal candidate is organized, adaptable, and familiar with Oregon labor laws, OSHA regulations, and behavioral health industry standards.


    Key Responsibilities

    Recruitment amp; Hiring

    • Assist in the full-cycle recruitment process for Behavior Technicians (RBTs/RBAIs), BCBAs, and other ABA staff, including posting job listings, screening candidates, coordinating interviews, and supporting hiring decisions.
    • Support recruitment strategies to attract highly qualified candidates.
    • Maintain an active candidate pipeline to meet company staffing needs.
    • Track staff availability and work with the admin team to onboard clients based on staff schedules, hiring as needed.

    Onboarding, Licensing amp; Training Compliance

    • Facilitate new hire onboarding, ensuring completion of background checks, CPR certification, TB tests, and credentialing requirements.
    • Assist employees with RBAI, BACB, HLO, and state-mandated licensing requirements.
    • Coordinate new hire orientation and training, including QBS/Safety Care, compliance training, and initial client overlaps.
    • Ensure compliance with BACB, HLO, and Oregon employment laws for ABA practice.
    • Track certification renewals, ongoing training, and compliance requirements for all staff.
    • Monitor supervision form submissions, verifying timely and accurate completion.
    • Review session notes and reports, ensuring timely and compliant documentation.
    • Oversee special incident reports, ensuring proper documentation and follow-up.
    • Process and manage time-off requests, coordinating coverage as necessary.

    Employee Relations amp; Workplace Culture

    • Serve as a resource for employees, addressing workplace concerns and coordinating resolutions.
    • Support employee relations initiatives, ensuring compliance with company policies and Oregon labor laws.
    • Conduct and assist in monthly and yearly staff evaluations, tracking performance, compliance, and workplace satisfaction.
    • Handle attendance issues, conflict resolution, company policy violations, and corrective actions, including write-ups and disciplinary meetings.
    • Assist with employee engagement initiatives, including team meetings, professional development, and conflict resolution.
    • Ensure employees sign and adhere to the Social Conduct Agreement and team event policies.

    Scheduling amp; Coordination

    • Assist in staff scheduling to ensure appropriate client coverage.
    • Ensure schedules comply with all labor laws (including overtime) and company policies.
    • Assist with staffing needs and shift allocations, including managing paid and unpaid time off, sick leaves, and other leaves of absence, ensuring coverage is maintained
    • Support client assignments by matching Behavior Technicians and BCBAs to appropriate cases based on availability.
    • Help organize meetings, training sessions, and team events, including venue booking and logistics.
    • Plan staff appreciation activities, professional development events, and team-building initiatives.

    Regulatory Compliance, OSHA amp; Workers' Compensation

    • Assist in ensuring compliance with Oregon labor laws, HIPAA regulations, BACB ethical guidelines, and OSHA safety standards.
    • Help maintain OSHA compliance, including workplace safety checks, injury tracking, and annual OSHA postings.
    • Support the implementation of safety policies and procedures to reduce workplace hazards.
    • Monitor workers’ compensation claims, including documentation, reporting, and coordination with insurance providers.
    • Maintain accurate records of employee certifications, licenses, time-off requests, and background checks.
    • Stay updated on changes in labor laws, BACB/HLO regulations, and OSHA requirements to ensure compliance.

    Technology amp; Equipment Management

    • Set up and manage tablets, login accounts, and software credentials for new and existing employees.
    • Maintain Google Voice, company email, Rethink login, and other software access for staff.
    • Ensure passwords and login credentials are regularly updated and maintained securely.
    • Track and manage BBIC property, ensuring employees complete and update BBIC property forms.

    Payroll, Benefits, amp; Financial Management

    • Assist the payroll department in tracking employee hours, verifying timecards, and processing compensation adjustments.
    • Help administer staff bonuses based on performance evaluations and company policy.
    • Manage 401(k) enrollment and benefits sign-ups, ensuring employees complete all required documentation.
    • Process employee reimbursements, ensuring accuracy and proper record-keeping.
    • Ensure benefits administration is handled efficiently, coordinating with providers and supporting employees with enrollment.

    Company Growth amp; Business Development

    • Work with leadership to support hiring, onboarding, licensing, and compliance initiatives that help grow BBIC.
    • Assist in employee retention and engagement efforts to improve workplace satisfaction and staff longevity.
    • Support policy and procedure updates to align with company goals and industry regulations.
    • Assist in community outreach and employer branding to enhance recruitment efforts and client engagement.

    Qualifications

    • Minimum of 1 year of HR experience, preferably in behavioral health, ABA, healthcare, or education settings.
    • Familiarity with Oregon employment laws, OSHA compliance, and workers’ compensation processes.
    • Strong organizational, communication, and problem-solving skills.
    • Ability to handle confidential employee information with discretion and compliance with HIPAA regulations.
    • Experience with payroll processing, benefits administration, and compliance tracking.
    • Proficiency in HR software, scheduling systems, and employee management tools.
    • Experience in event planning, scheduling, and staff coordination.

    Work Environment

    • Hybrid work environment, with a combination of remote and in-office work.
    • Occasional travel required for recruitment events, licensing assistance, and team training sessions.
