    Job Title: Manager, Human Resources

    FLSA Status: Full Time, Exempt

    Reports to: Director of Operations

    Work Location: Hybrid (2 days remote, 3 days at various DC locations)

    Compensation: $74,200 - $82,400

    Dreaming Out Loud’s mission is to create economic opportunities for the DC metro region’s marginalized communities through building a healthy, equitable food system. We are rebuilding urban, community-based food systems through cooperative social enterprise: increasing access to healthy food, improving community health, supporting entrepreneurs and cooperatives from low-income communities, and creating opportunities for at-risk residents to earn sustainable, family-supporting wages and build wealth. We believe that all communities deserve equal access to fresh, healthy food choices, but that achieving this requires moving beyond the “access” paradigm to a focus on community self-determination and food sovereignty. Utilizing the food system as a catalyst, we are working to create an integrated pipeline to jobs, economic opportunity, and community wealth-building for our most marginalized communities.

    Position Summary

    The Human Resources Manager at Dreaming Out Loud Inc. (DOL) provides broad and comprehensive human resources support across a range of functions including recruitment, onboarding, employee relations, benefits administration, and compliance with federal and local employment laws. This role provides guidance and support to all employees ensuring effective and efficient HR operations that reflect DOL’s values and goals. The ideal candidate will be both a cultural steward and a change leader, helping us maintain our familial atmosphere while championing best HR practices, fostering inclusivity, and enhancing employee engagement.

    Key Responsibilities

    Talent Acquisition and Retention

    Manage talent acquisition efforts and timelines.

    Lead onboarding and offboarding procedures for a diverse set of positions.

    Culture and Engagement

    Develop employee engagement and appreciation programs.

    Advise on employee retention efforts.

    Contribute to and support Diversity, Equity, and Inclusion initiatives.

    Respond quickly to immediate HR needs such as a misconduct investigation or an employee dispute.

    Support the development of performance review systems and procedures and manage performance review timelines, consequent needs, and documentation.

    Develop and maintain relationships with HR professionals in DC’s non-profit and food communities to share knowledge of best HR practices.

    HR Compliance and Employee Relations

    Create, revise, and regularly update human resource documents including policies, memos, and the employee handbook.

    Train staff in DOL’s HR policies and procedures.

    Coordinate annual compliance trainings for all staff, including sexual harassment, OSHA, and code of conduct.

    Maintain personnel records, improve organization and efficiency in record keeping, and ensure confidentiality.

    Manage benefit enrollment during onboarding and open enrollment. Help inform staff of all available benefits.

    Manage payroll operations, data collection, and reporting.

    Work closely and collaborate with DOL’s external HR consultant.

    Required Skills and Experience

    3+ years of relevant HR experience, preferably in a non-profit organization.

    Strong interpersonal skills and ability to cultivate and maintain relationships with all stakeholders.

    Experience working with people across an organization at all levels.

    Skilled in inquiring, probing, examining, assessing, and interpreting personnel related matters.

    Excellent organizational, planning, and time management skills.

    Ability to navigate in ambiguity and think pragmatically.

    Proven track record of working independently to achieve key results, while keeping colleagues abreast of critical issues.

    Proficiency in Google Suite and Microsoft Office.

    Strong written and verbal communication skills including detailed editing and proofreading.

    Commitment to the advancement of marginalized communities in the DC metropolitan region.

    Knowledge and understanding of employment laws (local and federal), EEO/AA compliance, and general HR policies.

    Experience developing and implementing new systems, processes, and/or policies preferred.

    SHRM-CP, PHR, or similar HR certification preferred.
