This position will be responsible for Forms development for internal and external forms in use within the DNR. This includes, but is not limited to: Service requests, incidents, new development requests, and troubleshooting existing forms. This position requires knowledge and expertise in forms development including business process analysis, object-oriented programming, user interface design, data collection and validation, approval routing workflows, project management, and the role of current state-of-the-art information technology in business areas.
Working title: Forms Developer
This position will be responsible for Forms development for internal and external forms in use within the DNR. This includes, but is not limited to: Service requests, incidents, new development requests, and troubleshooting existing forms.
All forms will be managed in accordance with current standards, best business practices, and in alignment with the expectations of the Forms Lead, Project Manager and the Records and Forms Officer for the DNR.
This position will also be working on transitioning existing forms from multiple locations across to the DNR platform for forms presentation.
Under the general supervision of the Systems Management Section Chief, this position serves as one of the agency's business experts in forms automation and development as well as the Forms application system support. This position requires knowledge and expertise in forms development including business process analysis, object-oriented programming, user interface design, data collection and validation, approval routing workflows, project management, and the role of current state-of-the-art information technology in business areas.
70% A. Department Form and Workflow Automation
A1. Provides form automation for the Department. Is assigned forms to automate in response to program area requests
A2. Analyze existing processes and business rules and identify areas to improve efficiency.
A3. Partner with other IS experts and platform owners to analyze and identify information system requirements to meet identified business needs.
A5. Automate forms to streamline the data collection process. Develop code and utilize integrated software features to build intelligence such as data validation, calculations, radio buttons, drop-down menus, list look-up tables, message boxes, conditional statements, security encryption, data retrieval and storage, reporting and on-line help. Develop workflows to facilitate electronic routing, approval and process improvement. Configure self-service reporting to allow access to data. Create and maintain technical documentation for each form.
A6. Develop, maintain and utilize form templates, reusable code and object libraries for efficient, consistent and accurate development. Ensure that standardized methods and procedures are used for efficient forms development.
A7. Document and maintain form developer procedures, best practices and standard business requirements template.
A8. Apply forms and data collection policies and standards to all design and development projects.
A9. Thoroughly test, debug and document applications. Independently resolve issues utilizing internet, vendor or other resources.
A10. Develop plans and methods for user acceptance testing. Collect, analyze and implement user feedback as appropriate.
A11. Test new forms development and end-user software versions or upgrades prior to agency rollout. Ensure compatibility with other department desktop and network tools and products and compliance with state and IT standards.
10% B. Team and Special Assignments
B1. Back up the Forms Lead to monitor and prioritize requests.
B2. Communicate status of work, customer issues and any problems that can't be resolved by the team lead.
B3. Provide testing and quality assurance feedback of products and forms developed by team members.
B4. Provide peer review by thoroughly testing, debugging and providing feedback on form design and automation. Communicate procedures, suggestions and best practices to enhance skills and deliver a consistent product.
B5. Participate in DNR's efforts to recruit technology professionals, as needed.
10% C. Maintain Forms Inventory. Assist the agency Forms Officer to maintain a current inventory of agency forms.
C1. Create archive files of previous form versions. This may include scanning of hard copies.
C2. Maintain current forms management data in appropriate tool.
C3. Add/remove electronic form files from the Forms Catalog.
C4. Provide inventory reports to Forms Lead, Division Coordinators and customers as needed.
10% D. Form Conversion from hard copy or obsolete software
D1. Update existing forms in the Forms Catalog or other systems according to program requests.
D2. Apply consistent naming and design standards.
D3. Utilize appropriate software compatibility level and security encryption settings. Thoroughly test, debug and document form projects. Resolve issues utilizing internet, vendor or other resources.
D4. Facilitate user acceptance testing. Collect, analyze and implement user feedback as appropriate.
D5. Other duties as assigned.
