Responsible for ensuring the development and delivery of compliant and compelling RFP/RFI responses. Manages the creation of persuasive documents. Works with staff across the company (capture sales, business development, program managers, product management, Subject Matter Experts (SMEs), and executive team), to communicate the proposal strategy, client needs, and solution components. Meets all milestones and deadlines by establishing priorities and target dates for information gathering, writing, reviews, approvals and signatures. Develops plan for managing each proposal, pulling together the proposal team, assigning tasks / roles and tracking ongoing progress throughout the project. This position has accountability for the quality and compliance of the written deliverable. The Proposal Manager is responsible for coordinating and delivering on proposals, by effectively laying out the proposed solution and identifying its competitive advantages in a compelling way.
Proposal Manager is responsible for managing proposal development processes, including planning, organizing, strategy development, scheduling, ensuring compliance, writing, coordinating overall activities, preparing and communicating status reports; critiquing and making improvement recommendations; coordinating and assisting in proposal production; and leading all related tasks necessary to submit complete, compliant and compelling proposals.
POSITION RESPONSIBILITIES:
- Lead and manage cross-functional teams involved in process to produce quality, winning proposals while meeting stringent schedule requirements and provide all necessary data for the customer to evaluate the proposal easily and efficiently.
- Ability to work with colleagues in a virtual environment
- Develop proposal schedule and drive/ensure adherence to all deadlines.
- Coordinate the development of all proposal development materials including proposal outline, proposal management plan, proposal kick-off meeting materials, storyboard, and writing plans.
- Work with Capture Management to develop the win strategies, themes, discriminators, source content, graphic concepts, and other writer guidance.
- Manage proposal content, including assessment of quality and form; and provide feedback and direction to the proposal team.
- As required, draft sections of the proposal (not a primary job function).
- Decompose and translate RFP requirements into a compliance matrix, annotate proposal outline, and content plans
- Create a proposal compliance matrix and outline and review proposal for compliance.
- Work with sales, capture, program management, contracts, legal, engineering, customer service and operations to determine proposal team assignments.
- Work with writers, sales and capture to ensure effective integration of win strategies, themes and discriminators into proposal response.
- Oversee final proposal production including coordinating desktop publishing, editing, proofreading, printing, and binding.
- Assist in proposal reviews and promote standardized corporate proposal processes.
- Review and analyze solicitation and related documents.
- Provide input on proposal development costs.
- Maintain and update all proposal procedures, templates, checklists, forms and other artifacts.
- Oversee process for capturing and disseminating artifacts useful for generation of proposals such as past proposals, resumes, past performance information, and graphics.
- Owner of Proposal development process, work with team on continuous improvement initiatives, tools and metrics.

- Broad understanding of enterprise and technical architecture concepts and digital technologies such as cloud, SaaS, IT infrastructure, application software, system security

- Working knowledge and skills in using document repositories like SharePoint and Privia, and content management systems like Qvidian.

DESIRED QUALIFICATION
- Education: Bachelors degree from an accredited college or university.
- Training or certification in proposal writing or processes (APMP, Shipley, etc.)
QUALIFICATIONS, EDUCATION AND EXPERIENCE:
- BS or BA degree in business or related major or equitable work experience
- Minimum of 7+ years related experience
- U.S. Citizenship
- Experience with managing proposal activities in state or federal government environment
- Experience in driving and improving processes, quality, and throughput.
