Position Description:
The Procurement Analyst ensure that products and services are procured in the best interest of the state. This position is responsible for obtaining information technology (IT) related goods and services required by the agency. This position is responsible for the evaluation of IT vendors and contracts including the Requests for Quotes (RFQ), Request for Proposals (RFP) and Requests for Information (RFI). This role is project based and is required to work on projects requiring; research, negotiation skills, and evaluation of services and be able to make a recommendation based on their research. They would provide recommendation of supplier selections based on research. They support the business areas in evaluations of goods or services and are able to provide support in negotiations. Under general supervision, this position is responsible at an agency-wide level for the financial and procurement functions related to IT products and services. This includes Software, Software as a Service (SaaS), Hardware (Desktop, Data Center), Cloud Infrastructure, Telecommunications, IT implementation, Advisory and Managed Services, and new and emerging technologies. This position applies broad theoretical job knowledge obtained through advanced education, knowledge of IT products and services, statewide procurement rules and regulation, and financial principals to procure new and existing IT products and services. Works independently with general supervision. The position will be assigned procurements that are difficult but not typically complex in nature. May influence others within the job area through explanation of facts, policies and practices.
Skills Required:
| | Completes product research; leads/facilitates stakeholder meetings; reviews detailed business requirements; develops procurement documentation (RFQ, SOW RFI); reviews/negotiates commercial licensing terms, entitlements/restrictions, confirms/recommends the type and quantity of licenses to procure. Processes procurements; Enters orders in the Arizona Procurement Portal (APP); Resolves funding issues Review license usage and verify the continued need of products and services; Determine the appropriate licensing and maintenance requirements; Complete procurement docs, Obtain quotes and ensure valid contract vehicle; process purchase orders timely; Review/Negotiates commercial terms & entitlements/restrictions; Process change orders. Entry of accurate job classification and hourly rates for contracted workforce. Provides forecasting, analysis, and monitoring of division spend; includes preparing a variety of fiscal and monthly reports that may involve detailed analysis of financial outlooks, spending trends, staffing levels, and other comprehensive analyses; ROI, TCO, cost benefit and break-even analyses. Manages and updates data bases like renewal list; Maintains supplier workbooks that is used as a knowledge base for all IT products and services. Continuous Improvement: Supports the identification and development of process improvement initiatives. Utilizes metrics and problem-solving discussions to identify process improvement opportunities. Work Experience Required:
IT products and Services (i.e. Software, SaaS, Hardware (Desktop, Data Center, Cloud Infrastructure, Telecom, IT Services) Knowledge and understanding of principles, concepts and practices of procurement and purchasing laws, regulations, rules, policies and procedures. Knowledge of the DES Financial systems, reporting and analysis Knowledge of DES invoice payment policies. Knowledge of DES computer security procedures. Knowledge of DTS technology goals and objectives. Knowledge of State government organization and reporting structure Skills in maintaining organized and accurate records. Skills in oral and written communication. Skill in interpersonal and human relations. Skill in establishing priorities and time management Skill in problem resolution with minimal impact to customer base Skill in multi-tasking in a fast-paced environment; changing priorities Skill in analysis and interpretation of financial data. Skill in designing statistical reports, analysis spreadsheets, report summaries. Minimum Education Level: BA
Additional Information
Bachelor's degree preferred with a concentration in finance, supply chain management or other business-related degree and two years of IT procurement experience. In lieu of business degree 3+ years of experience. Valid Fingerprint Clearance Card is required for this position prior to start date.
