State of Ohio - Program Manager - 754474 (Hybrid)
The selected Program Manager will be responsible for the following Innovate Ohio projects at the Ohio Department of Public Safety.
BASS 2.0 Phase 1
Support Senior System Analyst in the completion of Phase 1 activities.
Responsible for all daily, weekly and monthly core project management tasks
Act as the primary point of contact for the day-to-day project operations
Coordinate Phase 1 testing effort across all IT and business unit stakeholders
Primarily responsible for working with project leadership to develop and document Phase 1 rollout strategy
Directly responsible for executing the rollout strategy
Publish a weekly status report using a predefined format
BASS 2.0 Phase 2
Coordinate and co-develop project application development strategy with IT Management and primary IT Supervisor responsible for BASS 2.0
Responsible for all daily, weekly and monthly core project management tasks
Act as the primary point of contact for the day-to-day project operations
Participate in the application development strategic planning
Publish a weekly status report using a predefined format
Mentor and guide DPS IT business analysts assigned to the project
Take ownership of the project log and work with both IT and the business on their bi-weekly sprint planning; ensure BA s provide thorough and accurate story cards
Coordinate all project execution activities across all stakeholders
Responsible for coordinating the project rollout to all internal and external locations and users
BASS Legacy Support
Coordinate with BASS Leadership team to determine the functionality which will be included in 6 9 yearly BASS releases
Responsible for leading effort to specifically determine and document each functional change in each BASS Release
Develop and publish a weekly status report using a predefined format
Develop and publish quarterly long-term BASS Release Planning document
Ensure testing is executed for of each story card included in each release; intervene when necessary to move story card along
When legislation is presented, coordinate with BASS Team and business units to determine and document impact on Legacy BASS

Extensive knowledge of Microsoft Excel, SharePoint, Visio and Project.

Interact with Subject Matter Experts (SME) and conduct Joint Application Development (JAD) sessions to clarify business requirements.
Assists QA team defining test strategy, acceptance criteria, bug fixing and issue resolution.
Knowledge of UML diagrams- business model diagram, process flow, flow charts etc. (should be familiar with MS Visio).
Maintain project plan, issues log, action item log, meeting agenda, meeting minutes and other artifacts as required to do job.
Collaborate with development team to create design specification in business requirements. (Capture additional requirements based on design, capture global rules for system consistency).
Experience in coordinating and supporting User Acceptance Testing (UAT).
Assist with end-user training and create any training artifacts if needed.
Required Skills:
Eight (8) years verifiable and demonstrable experience as a full-time delivery project manager and/or sr. business analyst.
Four (4) years verifiable and demonstrable experience working directly with end-users to define requirements and provide technical advice and assistance in a large-scale environment.
Three (3) years verifiable and demonstrable experience interviewing non-technical end users to determine and document current business process flows.
Two (2) years verifiable and demonstrable experience in Business Process Re-engineering.
Needs to be able to transfer BA knowledge to staff.
Ability to multi- task and meet aggressive deadlines.
Pay detail attention to requirement changes.
Experience working in a team-oriented, collaborative agile environment.
Experience in TFS (Team Foundation Server)
