About the Opportunity
Galveston County Health District (GCHD) and Coastal Health & Wellness (CHW) are seeking an experienced Consulting Services Provider to assist in organizational process alignment, regulatory compliance, accreditation preparation, workforce development, and operational efficiencies. This role is essential to streamlining policies, improving strategic planning, and enhancing community outreach efforts.
The consultant will be responsible for executing a series of structured initiatives and projects across both organizations.
Key Responsibilities
Shared Services (GCHD & CHW)
- Develop and deliver monthly training programs for staff and leadership.
- Conduct policy research and implementation , providing monthly updates.
- Facilitate quarterly strategic planning sessions and track accreditation readiness.
- Perform bi-monthly compliance audits and regulatory visit preparations.
- Present bi-annual reports to boards and executive teams.
- Expand community engagement and outreach programs with quarterly reporting.
- Manage contracts and SOPs , ensuring quarterly compliance audits.
- Implement workflow and process optimization solutions (e.g., Microsoft Forms).
- Organize monthly team leadership and culture-building activities.
GCHD-Specific Projects
- Lead Public Health Accreditation (PHAB) application and documentation process.
- Oversee GCHD Strategic Health Plan (2023-2028) implementation and reporting.
- Conduct process mapping to streamline operations within six months.
- Act as a liaison for UTMB student integration into public health programs.
CHW-Specific Projects
- Monitor and report on the Strategic Health Plan (2022-2025).
- Prepare for HRSA site visits , ensuring compliance by July 31, 2025.
- Streamline school-based health programs and provide efficiency reports.

* Strong background in strategic planning, compliance, and accreditation preparation.

* Past consulting engagements in similar project scopes.
* Experience working with county health districts or similar organizations.
* Client references and testimonials.
- Methodology & Project Execution (20 Points)
* Clear and realistic execution plan with structured milestones.
* Feasible and measurable timeline for deliverables.
* Strong communication and coordination strategies.
- Fee Structure & Cost Proposal (10 Points)
* Competitive pricing based on market rates.
* Transparency in cost justification.
* Alignment with budget constraints.
