    JGMS-GS is currently recruiting for a PROGRAM MANAGER to serve as a staff specialist in support of the NATIONAL GUARD BUREAU INSTALLATIONS AND ENVIRONMENTAL DIVISION and ARMY NATIONAL GUARD (ARNG) Construction and Facilities Management Officers (CFMO) in execution of their Military Construction (MILCON) Program.

    This role provides technical expertise in the development, coordination, review and distribution of DD Forms 1390/91 to ensure project costs are accurately programmed. You will support the MILCON Programming Officer on state and federal construction programming requirements for all 54 States and Territories within the Future Years Defense Program (FYDP) Planning, Programming, Budgeting; Execution (PPBE) cycle.

    DUTIES AND RESPONSIBILITIES:

    • Provide technical, procedural, and administrative support to ARNG-I&E and the 54 States and Territories to ensure timely and accurate development of DD Forms 1390/91 programming documents.
    • Perform initial DD Forms 1390/91 reviews to ensure that the programming documentation is accurate for both cost and scope, and facilitate and coordinate the approval process for all MILCON projects.
    • Coordinate DD Forms 1390/91 reviews with Facility Management Engineers (FMEs) and ARNG   facility proponents, and provide feedback to the States and Territories to correct deficiencies.
    • Draft Design Authority memorandums after each DD Forms 1390/91 have completed review,   and provide to the designated MILCON Branch representative for external staffing and final approval.
    • Ensure the use and completeness of electronic DD Forms 1390/91.
    • Prepare for and participate in State scheduled programming charrettes to support initial DD Forms 1390/91 development.
    • Prepare for and conduct State annual reviews of the State’s MILCON Program to identify and establish current and future year MILCON workload to ensure project milestones are met.
    • Assist in the instruction of ARNG-I&E sponsored training and workshops.
    • Assist/lead in the instruction of the MILCON Branch (ARNG-IEM) sponsorsored training and workshops.
    • Act as a liaison between the State CFMOs, ARNG-IEM, and other ARNG-I&E Branches on matters, including but not limited to, MILCON projects, processes, and related software.
    • Serve as a Subject Matter Expert (SME) on technical, procedural, and administrative facets of MILCON.

      

    EDUCATION AND REQUIREMENTS: Because of the unique Federal-State/local governmental relationships of the ARNG in each state/territory/district, employee MUST have a demonstrated understanding of ARNG MILCON and relevant ARNG regulations.

    • Must have the experience (minimum of THREE YEARS) and expertise to support both the FME and DD Forms 1390/91 development efforts.
    • An understanding of ARNG construction and design criteria.
    • Experience working with the Army’s budget PPBE process, cost guides ARNG MILCON process, and the following software and systems: ProjDoc, ECONPACK, ISCE, BLCC5, PAX, RPLANS, ENBOSS, ASIP, ISRWeb, PRIDE, FMSWeb, and FTSMCS.

     

    SECURITY -  A security clearance is not required as this is not a classified contract. Ability to meet requirements for an NGB issued computer access card (CAC).

    CERTIFICATION REQUIREMENT -  Annual certificates of completion of NGB required training including Anti-Terrorism Level 1 Awareness, Information Awareness, iWATCH, and OPSEC Level 1.

    ADDITIONAL PHYSICAL DEMANDS & WORKING CONDITIONS - This position requires extensive computer work, close vision, and periodic travel to Arlington, VA or other locations to conduct training.
