    The Transportation Department of the North Central Texas Council of Governments is seeking a Senior Air Quality/Transportation Planner to support air quality management and operations activities. This position supports the creation and implementation of innovative emissions reduction strategies to improve air quality in the North Central Texas Region. A successful candidate should have an interest in environmental impacts of transportation as well as alternative fuels. Typical initiatives include a wide range of vehicle and technology programs focused on reducing air pollution impacts from the transportation sector, with focus on expanding use of clean vehicle technologies. Specific projects include, but are not limited to, the Dallas-Fort Worth Clean Cities Coalition and Electric Vehicles North Texas initiatives. Work is collaborative in nature, working not only within the NCTCOG staff, but with external stakeholders as well, which include fleets, citizen groups, associations, and industry representatives.     RESPONSIBILITIES MAY INCLUDE, BUT ARE NOT LIMITED TO, THE FOLLOWING:

    • Guiding implementation of strategies that reduce pollution from the transportation sector, with emphasis on increasing use of alternative fuels or replacing older vehicles
    • Facilitating technical activities associated with evaluation of emissions impacts
    • Providing outreach and education to local fleets, citizen groups, and other stakeholders about relevant technologies
    • Developing and maintaining positive and effective stakeholder relationships
    • Maintaining awareness and applying knowledge of the latest developments in the alternative fuel and electric vehicle industries
    • Developing and applying knowledge of air quality grant programs such as the Texas Emissions Reduction Plan and Environmental Protection Agency (EPA) Clean Diesel Program to support local stakeholders
    • Guiding maintenance and revision of NCTCOG’s air quality and Dallas-Fort Worth Clean Cities websites
    • Developing, measuring, and implementing project and program goals, performance measures, and milestones
    • Planning and attending meetings, events, and workshops
    • Preparing written deliverables including correspondence, project reports, and grant proposals
    • Preparing and delivering oral presentations
    • Researching, analyzing, and interpreting federal, State and local regulations and administrative matters pertaining to transportation or air quality planning and funding
    • Providing technical assistance and support within the agency and to external partners
    • Supporting development of project/program direction and priorities through strategic planning
    • Assisting with budget development
    • Supervising staff including reviewing work submitted, outlining goals, and documenting performance

    Required Skills

    • Ability to establish and maintain effective working relationships with internal staff, partner agencies, the public, and stakeholders
    • Strong verbal and written communication skills
    • Experience with short-term or long-range transportation planning
    • Experience with project management
    • Familiarity with alternative fuels, electric vehicles, and other advanced vehicle technologies
    • Familiarity with quantitative methods and emissions quantification methodologies (e.g. EPA Diesel Emissions Quantifier, AFLEET tool, or similar software and ability to use these tools) preferred
    • Sensitivity to cultural, socioeconomic, and political issues in the community
    • Ability to work independently and in a team environment
    • Innovative problem-solving and critical-thinking skills
    • Ability to handle multiple projects
    • Ability to organize and prioritize multiple tasks
    • Detail-oriented and well-organized
    • Demonstrated leadership and decision-making skills
    • Proficiency in Microsoft Word, PowerPoint, Excel, and Outlook

    Required Experience

    • Bachelor’s degree in analytical, quantitative methods
    • At least 3 years of job-related experience

    SALARY

    Minimum of $55,184.00 annually
