POSITION: Compliance Monitoring Coordinator

SUMMARY OF RESPONSIBILITIES
The Compliance Monitoring Coordinator will oversee all LA Family Housing audits and coordinate with all departments as necessary. This position will be the point person for auditors and will lead all subcontractor and site reviews. The Compliance Monitoring Coordinator will also provide training to all LA Family Housing departments, and specifically the Programs department, in all matters related to Compliance and Data.
SPECIFIC DUTIES
_MONITORING _
- Responsible for reviewing and understanding funder regulations for all agency contracts in collaboration with the Administration: Compliance and Data team, developing policies and procedures around programmatic monitoring based on contractual and regulatory requirements, creating programmatic monitoring plans, and implementing monitoring plans.
- Maintains expert knowledge of all contracts to provide guidance to program staff
- Adheres to policies and procedures to ensure alignment with federal and state regulations, local ordinances and LAHSA directives
- Be a subject matter expert on HMIS, HUD Data Standard requirements and assigned funding source/contract with regards to laws, regulations, statutes, rules and policies
- Stays apprised of all laws, regulations, statutes, rules and policies affecting LA Family Housing and homelessness
- Facilitates and coordinates over 100 internal and external QA audits
- Completes internal audits for LAFH programs by conducting assessments, site visits and desk monitoring reviews to ensure services are being rendered and documented in accordance to all standards
- Assists in the assessment and identification of any contractual risks to LAFH programs and sub-recipients to ensure risk of liability is mitigated
- Collaborates with Departmental leadership to develop audit response and corrective action plans
- Compiles findings and communicates results and recommendations for improvements
- Leads external desk reviews, in accordance to LAHSA, DMH, DHS, VA, HACLA and other funder policies, procedures, and tools, to ensure LA Family Housing and subcontractors adhere to contractual terms including, but not limited to, eligibility of services and performance requirements
- Develops and implements corrective action plans and resolutions on questioned cost or compliance concerns/findings identified through documentation review
TRAINING
- Provides trainings to departmental staff and leadership on Compliance expectations, processes, systems and procedures
- Designs and develops responsible e-learning training, self-study materials, classroom training and associated coursework, lesson plans, guides, and manuals
- Tracks training programs and activities; Assess instructional effectiveness and summarize evaluation reports determining the impact of training on employee skills and how it affects Key Performance Indicators (KPI)
- Coordinates with HR Training team to include Compliance and Data trainings into a training calendar
- Develops knowledge checks and assessments in partnership with Compliance & Data and the Program team for training courses and recommending corrective/coaching paths
- Partners with subject matter experts, peers, and management to identify Compliance and Data training gaps (needs assessment and job/task analysis) and assist in the resolution of all training issues.

MINIMUM QUALIFICATIONS
KNOWLEDGE AND SKILLS
- Understanding of the current environment of homeless services in Los Angeles County
- Experienced with reviewing and monitoring homeless service contracts and programs as well as local, state and federally funded contracts and grants highly desired
- Demonstrate ability to analyze problems, perform needs assessments, and adapt broad guidelines to achieve desired results
- Effectively exercise independent judgement within accepted practices and make appropriate recommendations
- Proven ability to complete full training cycle (assess needs, plan, develop, coordinate, monitor and evaluate)
- In-depth knowledge of Coordinated Entry System, homeless populations, HUD Data standards, systems and programs, including HUD/HEARTH federal policy and program guidelines
- Data analysis and trend analysis experience
- Strong interpersonal, teamwork and collaboration skills
- Should possess very strong attention to detail and solid organizational skills, with pride in accuracy and quality of work; able to be highly collaborative within a solid team environment
- Must be able to exercise initiative, independent good judgment when faced with unclear or questionable data, and be able to extrapolate intent from non-standard submissions
- Must have strong project management skills and be able to successfully manage multiple priorities and projects within tight department metrics and deadlines, as well as be able to manage conflicting priorities and projects. Ability to work in a fast pace, high pressure environment
- Ability to efficiently and effectively present information and respond to questions from employees at all levels; strong public speaking and facilitation skills. Strong written, verbal, presentation and communication skills
- Strong decision-making skills
- Skills in database management and record keeping
- Proficient in Microsoft Programs (Word, Excel, Access, PowerPoint) and HMIS
OTHER
- Maintain and execute confidential information according to HIPAA standards
- Bilingual (English/Spanish) speaking and writing skills are strongly preferred
- Obtain and maintains CPR/First Aid Certification
- Ability to pass post offer Tuberculosis (TB) clearances
- Use of a personal vehicle to travel between worksites and other locations is required
- Must have and maintain a valid California Driver’s License and auto insurance in good standing
- Ability to work a 9/80 work schedule
EDUCATION AND EXPERIENCE
- Bachelor’s Degree in Business, Social work or a related field required
- At least two (2) years of experience working in compliance/risk management, homeless services industry experience preferred
- Experience in audits with LAHSA, DMH, DHS and HACLA preferred
- Supervisory/Project Management experience preferred
- Homeless Management Information System (HMIS) experience preferred
