    Job Overview

    This job announcement will be accepting candidate submissions through 3 December 2024 and is open to all federal civilian employees.

    The Manpower and Personnel Branch (RGO) seeks to hire a mid-level, DO-0343-02, Management Analyst. The incumbent will serve as Human Resources Advisor to advise and provide counsel to managers and employees on complex personnel issues, including but not limited to: leave policy/flexibilities, work schedules, applicable bargaining obligations, training, supervisor/employee records, ethics, Employee Assistance Program, etc.

    The incumbent will also serve as the AFWERX Awards Manager, responsible for notifying organization management of awards nomination deadlines and guidelines for submittal, ensuring regulatory compliance, facilitating nomination meetings, generating necessary documents for award recipients, and other applicable duties.

    Position duties include, but are not limited to:

    • Advise managers on appropriate position management and classification of new or revised positions.
    • Determine basic eligibility and qualifications for recruitment actions and recommend recruitment sources, to include direct/expedited hiring authorities.
    • Provide guidance to managers on pay through analysis of past fill actions, labor statistics data, and organizational-wide data.
    • Review and validate the structure and functions of organizations for both bargaining and non-bargaining unit positions, to include reorganizations and manpower shifts. Propose personnel solutions to maximize mission accomplishment and utilization of resources.
    • Collect and analyze workload data to justify resource requirements and recommend changes/recommendations.
    • Monitor manning levels and shifts in authorizations through use of HR databases.
    • Advise management on sensitive personnel matters and provide recommendations on adverse actions to include removal/involuntary separation of personnel.
    • Prepare and present briefings to managers on personnel issues and management advisory studies.
    • Manage and advise on all aspects of the Awards program, liaising with division and branch leadership, as well as AFRL and AFMC Awards point of contacts.

    Pay Range: $73,484 - $115,388 base salary without locality. The locality will be determined based on the selected candidate's location.

    This position is eligible for remote work within the continental United States, no relocation is required nor will it be provided.

    Required Qualifications

    • US Citizenship
    • The ability to obtain and maintain a Secret security clearance.
    • Applicants must have at least one (1) year of specialized experience at the next lower grade DR/DO-01/GS-11 or equivalent in other pay systems. Specialized experience is experience in advising on position management, recruitment actions, pay analysis, manpower planning, and/or awards management. Experience gained in non-federal positions will also be reviewed for specialized experience.

    Desired Qualifications

    • Knowledge of available Air Force direct hire and expedited hire authorities, OPM qualification standards, and civilian fill process and other related personnel matters.
    • Skill to communicate effectively with Senior Leaders on civilian personnel matters.
    • Knowledge of AFRL, AFMC, or Air Force Awards Program.
    • Experience managing an Awards Program.
    • Knowledge and familiarity of awards guidance, to include the AFRLI 36-2801, DAFI36-2803, DAFMAN36-2806, and DODI1400.25v451_DAFI36-1004.
