GENERAL DESCRIPTION:
Responsible for operation and execution of the Port State Control and Flag State Inspection Follow Up program, including developing and implementing proactive measure for continuous improvement of the fleet compliance with international and national maritime regulations to minimize deficiencies and detentions.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
• Maintain full knowledge and update in the implementation of quality procedures, goals and objectives related to one's own functions and the entire organization.
• Review and analyze the reports of the Flag State Inspections including SMC/ISSC audit, MLC inspection, Class PR17 and Port State Control inspections carried out onboard Liberian Registry vessels to follow up on the deficiencies found.
• Respond to inquiries concerning operational PSC operational activities to ensure vessel compliance with applicable International Conventions and Maritime Laws and regulations.
• Contacting owners, operators, and vessel managers to ensure timely follow-up on issued deficiencies, detentions, reports of SMS failures, and non-conformities.
• Request additional actions such audits and/or inspections as compliance and monitoring measures from PSC/FS inspections.
• Identify and propose proactive measure to improve vessel compliance with International Conventions and national law.
• Assist on the preparation of new and ensure existing marine notices, operations notes, and advisories.
• Carry out the vetting process to identify vessels which require additional requirements to verify rectification of PSC/FS deficiencies.
• Assist and advise on quality control/performance of contract inspectors.
• Assist and advise on the updating of audit and inspections forms.
• Manage communications with vessel operators and vessel owners.
• Monitor PSC MOUs regimes and/or individual Port Authorities for detentions and/or inspections data, concentrated inspection campaigns, reports, and other relevant information and publications which may affect the Performance fleet.
• Attend meeting with Port State Control Officers from other Administrations.
• Work closely with Maritime divisions, IT Infrastructure, Regs & Stands department or any other department to achieve organizational goals and provide the necessary products and services for the success of the registry
• Perform other duties and projects as may be required.
GENERAL QUALIFICATION GUIDELINES:
Experience, Education and Certification
• Bachelor of Science, Maritime Transportation/Engineering or Equivalent
• Licensed deck or engineering officer
• Qualified as a port state or flag state inspector, or class society surveyor
Knowledge, Skills and Abilities
• Ability to read, understand and effectively interpret Maritime Law and Regulations, and International rules, including SOLAS, MARPOL, LOADLINES, STCW and the ISM and ISPS Codes and ISO-9000.
• Familiar with nautical terms regarding construction and operation of ships, offshore platforms and oil rigs.
• Speak, write and understand English.
• Proficient knowledge of Microsoft Office application and use of General office equipment
• Understand budgets and basic accounting principles
• Ability to operate as a team leader and work in a team environment
• Ability to organize and prioritize work, delegate effectively and meet deadlines
