POSITION SUMMARY: The Department of Education (DOE) has partnered with The Fund for the City of New and NYC Service to support an initiative to promote volunteerism and support other City agencies. These positions will be involved in the initial security clearance process of volunteers and the ongoing clearance process. Under direction, with wide latitude for independent initiative and judgment, the Investigator – Go Pass performs difficult professional work for the DOE and the GoPass Initiative as it pertains to the screening, background check, and investigation of employees and volunteers. KEY RELATIONSHIPS: Works closely with The Fund for the City of New York, community-based organizations (CBOs), and the Office of the General Counsel, as it pertains to security clearance.
RESPONSIBILITIES
- Coordinates all facets of the day-to-day background process, including systems access, nominations, fingerprinting, and ongoing security clearance.
- Monitors GoPass communications, and provides clear and concise responses.
- Ensures that volunteers and vendors have been timely and accurately nominated in DOE systems.
- Plans and coordinates supporting activities for investigations, including case follow-up and maintenance of all related files for all volunteer services and activities.
- Handles emergency and special investigation matters, as needed.
- Ensures compliance with all policies, procedures, regulations, and standards of practice.
- Conducts initial interviews with applicants, as needed.
- Follows up with applicants for needed information, and examines and analyzes records and documents.
- Handles questions regarding background investigations, including matters concerning character and fitness.
- Works strategically with GoPass on workload and distribution of available staff to ensure regular event coverage.
- Serves as liaison to volunteer organizations, as needed.
- Prepares regular written and statistical reports for Go Pass Manager and Executive Director of Employee Relations.
- Utilizes various computer systems to assist in the processing of applicants, fingerprints, and data.
- Works with confidential, high-level matters.
- Supports other DOE-related work within the Office of Employee Relations.
- Works off-site throughout the five boroughs to coordinate and staff fingerprinting events.
- Attends citywide meetings as a representative of GoPass and the DOE.
QUALIFICATION REQUIREMENTS:
MINIMUM
- A four-year high school diploma or its educational equivalent and four years of satisfactory full-time experience in an industrial or governmental agency in the field of investigation, auditing, law enforcement, security, inspections, or in a major operational area of the agency in which the appointment is to be made; or
- A baccalaureate degree from an accredited college; or
- Education and/or experience equivalent to “1” or “2” above.

- Valid NYS driver’s license.
- Able to work flexible hours, including evenings and weekends, in order to meet the needs of various stakeholders and provide coverage of events.
PREFERRED
- Knowledge of DOE, City, and State rules and regulations.
- Strong customer service focus and the ability to collaborate across multiple offices and agencies.
- Investigative experience.
- Strong database and spreadsheet experience, particularly with Microsoft.
- Able to travel throughout the five boroughs.
- Able to operate a government vehicle.
- Excellent organizational skills.
- Ability to make decisions and recommendations.
- Experience managing highly confidential information of a sensitive nature.
SALARY: $50,136+
(Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not make less than their current salary.)
