    THIS TITLE IS IN A CIVIL SERVICE COMPETITIVE CLASS THAT IS SUBJECT TO EXAMINATION.  POSITION IS ONLY OPEN TO APPLICANTS WHO ARE PERMANENT AS ADMINISTRATIVE STAFF ANALYST, OR PERMANENT IN AN EQUIVALENT TITLE THAT IS ELIGIBLE FOR 6.1.9 TO ADMINISTRATIVE STAFF ANALYST.

    POSITION SUMMARY:   The Division of Budget Operations and Review (DBOR) strategically allocates the budgets for central and field offices valued at $6.0B and monitors, reviews, and forecasts the operating budget for the entire New York City Department of Education (NYC DOE) valued at $26.0B.

     

    The DBOR is composed of several units, each of which is responsible for strategic oversight of the budgets allocated to their assigned central and field offices.  Each team performs complex analyses involving large data files, researching funding inquiries, and making recommendations on funding proposals to senior management within DBOR.

     

    The Senior Financial Analyst prepares fiscal forecasts, budget and expenditure reports, and analyzes funding requests and initiatives for central and field offices. Through system design, the Senior Financial Analyst ensures that business planning and budgeting process and controls are consistent, timely, and strategically coordinated across all lines of the central and field offices. The Senior Financial Analyst also makes recommendations regarding budget issues and trends. Performs related work.

     

    REPORTS TO:  Director of Financial Operations

     

    DIRECT REPORTS:  Financial Analyst, as needed.

     

    KEY RELATIONSHIPS:  Works closely with all central and field offices to communicate and deliver the strategic components of Office of Budget Management (OMB) funding initiatives.  Also works closely within DBOR to communicate information in response to and in support of the central and field office initiatives by providing analytical support, coordinating budget activities, and troubleshooting system problems.

     

    RESPONSIBILITIES

     

    • Through system design, ensure that the business planning and budgeting process and control are consistent, timely, and strategically coordinated as communicated across all lines of the business unit.
    • Partner and collaborate with the central and field budget staff to assist and develop guidelines/key assumptions that support cost/revenue needs.
    • Ensure that both actuals and forward looking projection are included in the design of cost/revenue/clearing allocations to ensure they are strategically handled in a consistent manner.
    • Monitor and guide the utilization of allocations to help the budget staff achieve success with financial targets.
    • Ensure that fiscal year budget rollout and subsequent financial updates adhere to the Office of Mayoral Budget (OMB) plans.
    • Work with the Division of Finance budget staff to ensure that the Capital Allocation Process (CAP), which governs investment evaluation, is handled in a consistent manner across all business area units and lines of business, and adheres to Economic Analysis Guideline and Investment Criteria.
    • Work with the central and field budget staff to ensure, through system design, that capabilities exist to provide regulatory analysis and analytical support, as needed.
    • Assist in the development of consistent, actionable reporting solutions and tools that strategically streamline and automate the production of core/standard management reporting and information while promoting ease of use in decision-making by identifying both risks and opportunities for the business unit.
    • Identify budget issues and trends and make recommendations for strategically addressing situations, as needed.
    • Manage special assignments that may include analytical support needed to assist in providing responses to inquiries from the OMB and fiscal monitors.
    • Provide support and hands-on assistance to all team members as needed.

     

    QUALIFICATION REQUIREMENTS:

     

    MINIMUM

     

    1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
    2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.

     

    PREFERRED

     

    • Five or more (5+) years of combined advisory/financial and analysis/supervisory experience.
    • Strong understanding of standard costing, variances and pricing a plus.
    • Experience directing meaningful process and strategy improvements.
    • Familiarity with technology that enables financial solutions.
    • Experience in development of proposals, deliverables, and reports.
    • Excellent analytical skills.
    • Ability to establish positive working relationships with, and across, an assigned business unit.
    • Advanced knowledge of Microsoft Excel and the ability to work comfortably with other programs in Microsoft Office.
    • Certified Public Accountant, Certified Financial Manager, Certified Management Accountant, Certified Internal Auditor, or Certified Forensic Accountant license or candidacy.
    • Attention to detail and follow-through.
    • Ability to manage multiple, competing priorities.
    • Excellent verbal, listening, problem-solving, collaborating, and coaching skills.
    • Strong organizational and management skills.
    • Knowledge of the DOE’s budget and financial systems, e.g., Galaxy, Financial Accounting and Management Information System (FAMIS) and Grant Management Systems (GMS).
    • Ability to work with large volumes of confidential data.
    • Internal candidates preferred.

     

    SALARY: $91,404+

    (Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not make less than their current salary.)
