    POSITION SUMMARY:  The New York City Department of Education (DOE) school system is the largest in the country, composed of approximately 1.1 million students and 90,000+ teachers in over 1,800 schools.

     

    The Office of Academic Policy and Systems (OAPS) is responsible for supporting New York City schools in implementing grading, programming, promotion, and graduation processes that support educational equity. OAPS creates structures, resources, and tools to support schools in reflecting on their practices in these areas, using policy, data, and systems as levers for change. OAPS is part of the Office of Policy and Evaluation (OPE) within the Division of Teaching and Learning (DT&L). OPE is the primary source of data analysis, research, and academic policy for the DOE.     The Academic Policy Implementation Associate will support the Office of Academic Policy and Systems to assist with external and internal auditing and oversight activities related to academic policy and high-stakes academic student and school-level data. This work serves to ensure consistent and equitable implementation of academic policies at schools across the city. Performs related work.

     

    REPORTS TO: Deputy Director, Policy Implementation, Office of Academic Policy and Systems

     

    DIRECT REPORTS: Program Coordinator(s), project consultants

     

    KEY RELATIONSHIPS:  Works closely with: Managers, Deputy Directors, and Directors within the Office of Academic Policy and Systems (OAPS), Office of Policy and Evaluation (OPE), and Division of Teaching and Learning; Field Support Center (FSC) academic policy and systems leads and Directors for Teaching and Learning; principals and other school-based staff; Office of School Support and Supervision and superintendents; Renewal Schools Team; Office of the Auditor General; Office of Safety and Youth Development; external audit vendors; and other relevant parties.

     

    RESPONSIBILITIES

    • Monitor alignment with key academic policies related to graduation, grades, and academic programming.
    • Support the Director of Academic Policy with monitoring projects related to compliance and policy.
    • Manage a contract with an external auditing agency to report on longitudinal, citywide outcomes; identify the audit scope and timeline and provide project management support.
    • Identify schools in need of the most intensive support using data from DOE source systems.
    • Conduct targeted outreach to schools and FSCs.
    • Communicate processes and deadlines to schools and field staff.
    • Review documentation from schools and FSCs.
    • Coordinate and track investigations.
    • Prepare status updates, reports, and data summaries using qualitative and quantitative information and issue recommendations based on audit findings.
    • Provide clear policy guidance to the field and external audiences; succinctly summarize NYCDOE policies and processes.
    • Communicate with FSCs, superintendents, and the field; this may involve sensitive and high-stakes information.
    • Maintain significant subject-matter expertise on State and City educational policies, especially those related to graduation, credit requirements, programming, and the DOE’s academic data systems (STARS and ATS).

     

    QUALIFICATION REQUIREMENTS:

     

    MINIMUM

     

    1. A master’s degree from an accredited college in education, guidance, educational administration and supervision, or a related field; or
    2. A baccalaureate degree from an accredited college and one (1) year of full-time satisfactory professional experience in educational program administration, career or occupational program administration, or as a state certified or licensed teacher; or
    3. A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization plus five (5) years of full-time, satisfactory professional experience in education administration in one or more of the areas listed in "2" above; or
    4. A combination of education and/or experience which is equivalent to the requirements in "1," "2," and “3” above. However, all candidates must have at least an approved four-year high school diploma or its educational equivalent.

     

    PREFERRED

     

    • Deep interest in public education and its role in advancing equity; experience or enrollment in a large urban school district.
    • Experience working with diverse peers and populations.
    • Understanding of racial equity and willingness to engage in conversations about race.
    • Ability to interact with and obtain feedback from school-based staff, field staff, and other constituents.
    • Experience collaborating with various stakeholders to gain new perspectives.
    • Ability to build relationships and navigate disagreement.
    • High standards for personal excellence, including receptiveness to feedback.
    • Knowledge of public policy and organizational change.
    • Experience within the NYCDOE, preferably using STARS or reviewing student transcripts and other academic data or as a student in the NYCDOE.
    • Exceptional project management abilities; ability to prioritize both long- and short-term projects and initiatives.
    • Experience communicating analyses and complex data to school-based staff.
    • Ability to use Excel and/or STATA and SQL to perform analyses; strong skills interpreting data.
    • Extremely well-organized; able to work under pressure, and meet frequent and changing deadlines.
    • Excellent written and oral communication skills, including public speaking.
    • Strong attention to detail.
    • Internal candidates preferred.

     

     

    SALARY: $70,370+

    (Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not make less than their current salary.)
