    Job Description

    JOB SUMMARY

    The Information Technology Manager is responsible for the organization’s information technology programs including the management of applications, business continuity, Helpdesk operations, information security, infrastructure, IT projects, and personnel management. The incumbent is responsible for the management, strategy, and execution of the organization’s information technology infrastructure and operations to support ETS strategic initiatives. The IT Manager should play a leading role in our digital transformation journey and be the change agent for our data-driven organization culture.

    GENERAL JOB FUNCTIONS:

    • Provide a leadership role in ETS’ digital transformation journey with a spirit of service, teamwork, and respect.
    •  Overseeing all technology operations including application and system operations and evaluating them according to established IT goals of both Clinic Services and REACH.
    •  Manage IT projects, work with vendors, and communicate with stakeholders about project status.
    •  Coordinate with all members of the IT Department to provide coverage and support, during all times of operations, including episodes of staff absence.
    • Work with Director of IT, Network Administrator (contractor), internal IT Specialists, and external vendors to triage and troubleshoot issues, and collaborate to complete projects at Clinic Services and REACH. 
    •  Collaborate with other ETS and REACH departments to support the client record systems development and analysis. 
    •  Review and manage access to externally operated client record information systems. 
    • Responsible for the functionality, availability, integrity, confidentiality, and efficiency of IT systems and applications, used by Clinic Services and REACH, in accordance with our IT policies.
    • Develop annual operating/capital budgets, cost estimates, and schedules for the IT Department’s improvement projects, in collaboration with Clinic Services and REACH. 
    •  Solicit from all departments goals, requirements, and ideas to optimize attainment of vision and mission.
    • Collaborate with IT Department to develop, implement, and continuously improve service delivery.
    • Plans, facilitates, and participates in quality improvement activities for the IT Department.

    TECHNICAL JOB FUNCTIONS (MAY INCLUDE):

    • Configure, monitor, maintain, and manage applications, such as Microsoft Active Directory, Office 365, & Microsoft Defender.
    • Review, validate, and deploy software updates during applications rollout to the production environment.
    •  Collaborate and consult as appropriate with other directors/managers in the structuring and development of application requirements; advises ETS communities on the application implementation and maximization. 
    • Implement security of the network, data, and its storage and communications systems. 
    •  Evaluate new technology and recommend hardware, software, and application upgrades to assure the availability, continuity, and security of data for Clinic Services and REACH.
    •  Review and manage Service Level Agreements and contracts with vendors. 
    •  Monitor and survey trends, emerging technologies, issues, and approaches in healthcare information technology (HIT) to proactively innovate.
    • Use strong communication and collaboration skills to coordinate the activities of IT Department with those of other departments within the organization by conferring with stakeholders at every level; communicate orally and in writing complex issues, conclusions, and decisions.
    • Attend all required training and safety meetings; report all injuries and illnesses to supervisor immediately; complete and submit incident/accident reports as required; and follow all safety and health guidelines, practices, policies and procedures and actively support and participate in the Emergency Preparedness Program and tasks.
    •  Comply with applicable federal, state and local laws and regulations, ETS policies and procedures, including ETS Privacy, Security and Compliance policies and procedures, Code of Conduct, and the Federal Tort Claims Act (FTCA).
    •  Other duties as assigned.

    SUPERVISOR JOB FUNCTIONS:  

    •  Manage Help Desk staff from Clinic Services, and collaborate with REACH’s IT Specialist in providing unified and effective operations.
    • Oversee all facets of the daily operations of the IT Department, ensuring compliance with the organization's policies, state, and federal laws and regulations.
    •  Provide expertise in the IT Governance Committee to develop, implement, and maintain policies and solutions.
    •  Coach and support staff in the development and implementation of workplace and/or initiatives working cooperatively and interdependently with others and departments.
    •  Mentor and motivate IT staff to achieve KPIs and provide excellent customer service to all stakeholders.

    Requirements

      

    EDUCATION

    •  Bachelor’s degree from an accredited institution in a computer science or related field is required.
    •  Microsoft Certified Systems Engineer (MCSE) or equivalent is required. 
    • VMware certification and experience preferred.
    •  ITIL certification preferred.

     

    REQUIRED EXPERIENCE

    • 10+ years of hands-on experience supporting users in an enterprise environment
    •  3+ years of team and project management experience, principles, and best practices
    •  Network infrastructure and cloud-based services
    • DELL computer hardware, MS Win 10 operating systems, and procedures, 
    • The expertise of MS Office Suite products – SharePoint online, OneDrive, Office 365). 
    • Server performance tuning, capacity planning, and disaster recovery processes.
    • Cloud Solutions (i.e. Azure), Microsoft Windows Server 2012 R2 - 2019, Active Directory, DNS, TCP/IP protocol required.
    • Network components and connectivity between different facilities.

     

    REQUIREMENTS

    •  Ability to prioritize workload and follow through on assigned tasks to assure completion in a timely manner. 
    • High integrity, ethical standards, ability to understand HIPAA regulations, and on-time attendance. 
    •  Dependable, able to work under pressure; receptive to change, willing to learn and listen to agency employees to effectively understand their problem which may be different from how the issue is described. 
    •  Ability to establish and maintain effective working relationships with staff, clients, and outside contacts from a wide variety of ethnic, socioeconomic, and cultural backgrounds; good diplomatic skills; including strong conflict-resolution skills. 
    •  Office-centric hybrid; site visits to all Clinic Services and REACH facilities.
    •  Flexible team player, cooperative and uses excellent judgment. 
    •  Excellent attention to detail, planning, and analytical skills. 
    •  Good basic clerical skills including typing, ability to proof own work, good grammar and spelling.

     

    ADDITIONAL REQUIREMENTS 

    • Possession of a valid Washington State Motor Vehicle Operator’s License is required. 
    •  Must have reliable transportation. 
    • Travel between various ETS clinics in different geographical locations is required.
    • Must be able to pass a criminal background check.
    •  Proof of COVID vaccination.

      

    LANGUAGE SKILLS:

    • Ability to read and interpret general business correspondence, policies and procedures, referral information, financial documentation, and applicable government regulations. 
    • Ability to write business letters, uncomplicated reports, instructions, and procedures. 
    • Ability to present information effectively and respond to questions from patients, staff, referral sources, and the general public.

    MATHEMATICAL SKILLS AND REASONING ABILITY:

    • Ability to solve practical problems and deal with a variety of concrete variables in situations where standardization may be limited. Ability to interpret a variety of instructions furnished in written, oral, schedule, or diagram format.
    • Basic math skills.

    PHYSICAL REQUIREMENTS

    • The employee is regularly required to sit; use hands to finger, handle or feel objects, tools or controls; reach with hands and arms and talk or hear; frequently required to stand, walk and kneel; occasionally to climb balance, or stoop; rarely to crouch or crawl.
    • _Weekly Outreach in inclement weather. _
    • The employee must occasionally lift and/or move up to 30 pounds. Specific vision abilities required by this job include close, color, and peripheral vision and the ability to adjust focus. The noise level in the work environment is moderate.
