JOB DESCRIPTION:
The purpose of this position is to source, screen, and interview applicants for all positions in the agency. This is accomplished by developing hiring targets and goals, conducting candidate sourcing, reviewing, and processing applications, creating advertising, conducting, and coordinating interviews, and ensuring the application of all policies and procedures. Additionally, processing new employees, coordinating human resources programs, analyzing data, coordinating, and assisting with proposals and executive summaries. Other duties include, representing the agency at recruiting functions, provide administrative support, assisting with preparation of training materials and completing special related projects.
JOB RESPONSIBILITIES:
Sources, recruits, screens, interviews, and recommends external and/or internal candidates for all level jobs including entry level, experienced professional/technical, IT, hourly support staff, and management.
· Utilizes the services of employment agencies. Places employment ads in appropriate sources, including the Internet and print media. Recruit from colleges, technical schools, and job fairs.
· Compiles and reports data analytics to find trends and draw conclusions for future decisions of talent acquisition.
· Create impactful presentations using a variety of media, including PowerPoint, video, and or printed materials and be a key facilitator for talent acquisition training initiatives.
· Completes administrative tasks by collecting and processing applications, entering information, preparing and submitting job postings, coordinating interviews, coordinating pre-employment processes, processing promotions and transfers, collecting and filing required forms, updating requisitions, and administering special programs.
· Coordinates the preparation and submission of regularly scheduled information such as payroll, monthly turnover analysis, purchase orders and assists with or coordinates special projects.
· Coordinates the position-based management process in PeopleSoft.
· Ability to cope with job related stress including but not limited to deadlines, customer, supervisory and staff interactions, multi-tasking and high work volumes is required.
JOB REQUIREMENTS:
FORMAL EDUCATION: Work required broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting an a Bachelor’s degree or equivalent.
EXPERIENCE: Over 3 years up to an including 5 years in professional recruiting and talent acquisition planning.
SUPERVISION: Work requires functioning as a lead worker performing essentially the same work as those directed, and includes overseeing work quality, training and instructing, and scheduling work.
HUMAN COLLABORATION SKILLS: Work may require providing advice to others outside direct reporting relationships on specific problems or general policies. Contacts may require the consideration of different points of view to reach agreement. Elements of persuasion may be necessary to gain cooperation and acceptance of ideas.
FREEDOM TO ACT RECEIVES LIMITED DIRECTION: Receives Limited Direction: The employee normally performs the duty assignment according to his or her own judgement, requesting supervisor assistance only when necessary. The assignment may be reviewed upon completion. Performance is reviewed periodically.
TECHNICAL SKILLS WORK: Skilled: Work requires a comprehensive, practical knowledge of a technical field with use of analytical judgment and decision-making abilities appropriate to the work environment of the organization.
BUDGET RESPONSIBILITY: Prepares budget documents; does research to justify language used in documents.
READING: ADVANCED - Advanced - Ability to read literature, books, reviews, scientific or technical journals, abstracts, financial reports, and/or legal documents. Ordinarily, such education is obtained in at the college level or above. However, it may be obtained from experience and self-study.
MATH: ADVANCED – Intermediate - Ability to deal with system of real numbers; practical application of fractions, percentages, ratios/proportions and measurement. Ordinarily, such education is obtained in high school up to college. However, it may be obtained from experience and self-study.
WRITING: INTERMEDIATE - Intermediate - Ability to write reports, prepare business letters, expositions, and summaries with proper format, punctuation, spelling, and grammar, using all parts of speech. Ordinarily, such education is obtained in high school up to college. However, it may be obtained from experience and self-study.
CERTIFICATION & OTHER REQUIREMENTS:
