    POSITION PURPOSE:

    The Sub-Contractor Technical Representative (STR) works with the Project Management and Contracts team in the technical management of subcontractors to ensure compliance with the subcontract and safe implementation of the project work scope. This role shall be the subcontractor's primary point of contact for the technical portion and implementation of subcontracted work. The STR does not have delegation of authority to provide direction on deviations to scope of work or direct the subcontractor on means and methods unless they are specifically written in the subcontract.

    ESSENTIAL DUTIES AND RESPONSIBILITIES:

    • Works closely with the Project Manager(s), Contract Manager(s), Sub-Contractor(s), and various SMEs
    • Review and understand scope(s) of work of the subcontract(s)
    • Identify and secure for use all necessary resources, specifications, drawings, requirements, necessary to ensure successful and safe work completion
    • Prepare all necessary elements required for the procurement to the provisions of applicable procedures, including complete requisitions, proposal technical evaluations, and contract change requests
    • Participates in pre-construction meetings; and validates receipt and approval of pre-mobilization submittals as appropriate
    • Participate in pre-work walk downs, work planning meetings, daily pre-job meetings, daily debrief meetings, and QA observations.
    • Identify changes in the scope and work with Project and Contracts Manager to develop a field change as needed.
    • Administer and maintain the technical subcontract documentation, including monitoring subcontractor performance and providing oversight.
    • Hold subcontractor(s) accountable for submitted and approved scopes of work to include on time review and approval of plans, procedures, materials, equipment, schedules, submittals, documentation of technical direction provided, communications, change control information, licenses, certifications, permits, training, and/or modifications to the subcontract requirement(s).
    • Ensure subcontractors are compliant with NW workplace substance abuse program
    • Ensure subcontractors are compliant with fitness for duty program (pre-employment/return to work from injury)
    • Ensure safety and security procedures are followed and documented to include client site security requirements.
    • Ensure subcontractor (personnel) completion of required training and providing supporting attestation such training has been completed prior to the start of work.
    • Ensure subcontractor understands and follows the work control documents as well as other program documents during implementation of the work.
    • Report incidents of unsatisfactory performance by Subcontractor to the Project Manager(s) and Contract Managers.
    • With the support of the Site Safety Officer obtain/maintain reports on inspection of equipment to confirm compliance with safety and performance requirements.
    • Initiate a work stop when unsafe conditions have been identified or unauthorized work scopes are being performed by subcontractor(s)
    • Ensure subcontractor and STR daily reports are properly documented and completed.
    • Completing technical subcontract closeout including final inspections.
    • Review subcontractor invoices for accuracy of work performed and work progress
    • Complete required STR training, as needed

    QUALIFICATIONS REQUIRED:

    • Ability to interpret technical contractual requirements
    • Working knowledge of applicable industry safety and work requirements

    Education and Experience:

    • BS Degree in Business/Construction/Engineering or related field OR a combination of education, training and experience.
    • Minimum of three (3) years of experience working with and managing construction work in the field.
    • Must have a minimum of three (3) years of experience in government and/or commercial contracts environment
    • Must have demonstrated good understanding of FAR and Prime Contractor flow down provisions
    • Completion of OSHA 30-hour training (Construction Industry)

    • Must have strong written and verbal communication skills
    • Must be able to work effectively with word processing, spreadsheet, planning, and email management software.

    QUALIFICATIONS PREFERRED:

    • Recent Subcontract Technical Representative (STR).
    • Recent Subcontract Management experience for major construction/remediation project.
    • Previous experience as a Field Engineer and/or Superintendent.

    SPECIAL REQUIREMENTS:

    Ability to travel for up to one month at a time.

    PHYSICAL DEMANDS:

    Must be physically capable to conduct field inspections and participate in project walkdowns which require the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, walking on elevated platforms, walking on uneven surfaces, climbing in very small and/or confined spaces, and lifting up to 60 lbs.

    WORKING ENVIRONMENT:

    Outdoors in a dynamic construction site environment with all associated hazards regulated by OHSA.
