OT on a Exempt Full-Time Basis located CONUS - Washington DC Across The Mid Atlantic Region supporting Advanced Scientific Professional Staffing Support Services in the various areas of interest within the Medical Countermeasures field of Research and Development (R&D)/Analytical Research and Development (AR&D) of biotechnology and biopharmaceuticals supporting BARDA. These services are critical in support of BARDA’s mission to conduct R&D and AR&D efforts to provide medical countermeasures that address the public health medical consequences of chemical, biological, radiological, and nuclear (CBRN) events, pandemic influenza, and emerging infectious diseases.

    Seeking Onsite/Offsite Program Manager candidates with relevant Healthcare And Life Sciences Sector Experience (functional and technical area expertise also ideal) to support professional services engagement for Healthcare And Life Sciences Sector Clients such as HHS. This as a Full-Time ProSidian W-2 Healthcare and Life Sciences Functional Area - Healthcare And Life Sciences Supply/Service Initiative and an employed position with commensurate benefits and competitive salary.

    JOB OVERVIEW

    Provide services and support as a Healthcare And Life Sciences (Onsite/Offsite Program Manager) in the Healthcare And Life Sciences Industry Sector focusing on Human Capital Solutions for clients such as Department of Health and Human Services (HHS - ASPR | BARDA) | HHS Administration for Strategic Preparedness and Response (ASPR) Center for Biomedical Advanced Research and Development Authority (BARDA) Generally Located In CONUS - Washington DC and across the Mid Atlantic Region (Of Country/World).

    RESPONSIBILITIES AND DUTIES - Onsite/Offsite Program Manager | Healthcare and Life Sciences [HHS101006]

    • Management of all performance under this, and all subsequent task orders at all levels
    • Management of all staff (recruitment, retention, On and Off‐ boarding, performance etc.) hired in both Onsite and Offsite capacity under this contract
    • Management of all Consulting ODC hires directed by USG Track and account for all Government Furnished Equipment (GFE).
    • Provide leadership and guidance to Contractor staff hired to support BARDA. This includes appropriate training on working with the USG, BARDA its processes and Program/contract management.

    • Minimum of 10 years’ experience managing Federal contracts of similar type, scale, and scope bachelor’s or higher degree in Project/Program management, Business Management, or related scientific fields
    • Extensive knowledge and experience in personnel

    Education / Experience Requirements / Qualifications

    • Bachelor's or higher degree in Project/Program Management, Business Management, or related scientific fields.
    • The OPM shall provide sufficient and timely support and assurance that all aspects of this contract are performed efficiently, accurately, timely, and in compliance with the requirements of this SOW.
    • This OPM shall have extensive experience successfully managing contracts of similar type, scale, and scope for either the Federal government or industry. No additional consideration will be provided to OPM candidates that have a PMP certification, as extensive and successful work experience is of greater value than an industry pass/fail certification
    • Knowledge and experience working on Federal contracts that include both labor and ODCs.
    • Experience with performance assessment and corrective measures experience with risk management, mitigation, and quality control

    Skills Required

    • Extensive experience in Federal contracts of similar type, scale, and scope.
    • Knowledge of Federal and industry best practices for project management.
    • Personnel management, including recruitment, retention, onboarding/offboarding, and performance management.
    • Risk management, mitigation, and quality control.
    • Experience with performance assessment and corrective measures.
    • Budget management, including invoice accuracy and timeliness

    Competencies Required

    • Leadership and guidance for contractor staff, including training on USG, BARDA processes, and contract management.
    • Strong organizational and communication skills to coordinate routine meetings, track performance, and report issues.
    • Ability to ensure compliance with all Statement of Work (SOW) requirements.
    • Capability to develop, implement, and maintain project management approaches aligned with Federal and industry standards.
    • Technical and functional oversight for all SOW activities

    Ancillary Details Of The Roles

    • Minimum 10 years of relevant Federal contract management experience.
    • No additional consideration for PMP certification; extensive successful experience is valued more.
    • Experience with both labor and Other Direct Costs (ODCs) in Federal contracts.
    • Partner with Travel Manager to ensure travel complies with SOW requirements.
    • Track and account for all Government Furnished Equipment (GFE).
    • Provide leadership to ensure quality control of services and deliverables.

    Other Details

    • Ability to advise the Contracting Officer’s Representative (COR) and Contracting Officer (CO/CS) on performance improvements.
    • Ensure timely support and efficient management of all contract aspects.
    • Coordinate and resolve any contractor performance issues promptly.
    • Oversee all phases of task orders from planning to closeout
