Under the general direction of the California High-Speed Rail Authority’s (Authority) Central Valley Public Information Officer II, the Outreach Specialist is responsible for the logistical, analytical, and coordination aspects of all outreach activities in the Central Valley related each of the project sections, including Construction Package 1, Construction Package 2-3, construction Package 4, the WYE, the Locally Generated Alternative (LGA), and the Fresno Station. This position will also coordinate with the Central Valley Office Technician to provide customer support and escalation of questions to relevant project units to generate a response to the public in a timely manner. This specialist will have proficiency in written and verbal communication as the Outreach Specialist will be responsible for drafting construction closure notices, memos, talking points, and create various outreach presentations and on occasion present reports, findings and materials as needed. • Knowledge of Microsoft Outlook, Microsoft Excel, and Microsoft Word • Familiar with scheduling processes and event planning • Proficiency in written and verbal communication • Supports Construction Packages with planning community meetings including but not limited to venue set-up, drafting staffing plans, equipment checklists, and CHP officer requests • Drafts construction closure notifications for Construction Packages (1, 2-3 and 4), Central Valley Wye segment Locally Generated Alternative segment and Station Area Planning • Reviews traffic control plans and drafts closure and detour access maps for Construction Packages (1, 2-3 and 4), Central Valley Wye segment Locally Generated Alternative segment • Collaborates with the Central Valley Office Technician to collect all project-related inquiries, comments and suggestions and creates a tracking system for ensuring that responses are provided to the public in a timely manner • Monitors and updates elected official, and agency contact databases • Monitors customer service requests and inputs inquiries into contact database • Conducts research, fact checks, and coordinates responses to inquiries with appropriate project managers • Distributes construction notices to stakeholders in-person and via email • Coordinate with the Authority's Public Records Act program on construction and program related inquiries by researching requests and providing data • Inputs construction notifications into Salesforce • Prepares collateral materials for community meetings including presentations, talking points for the Regional Director and meeting notices • Prepare monthly project updates to be disseminated to stakeholders and elected officials • Responds to customer service requests and closes out inquiries in contact database
