    Job Title: Center-Based Program Manager

    Department: Center-Based Services

    Reports To: Chief Executive Officer

    Position Summary

    The Program Manager is responsible for overseeing the daily operations of the Mental Health Partial Hospitalization Program (PHP), Substance Abuse Partial Hospitalization Program, Mental Health Intensive Outpatient Program (IOP), and Substance Abuse Intensive Outpatient Program (IOP) at Benevolent Family Services. This role ensures that high-quality care is provided in compliance with regulatory requirements and best practice standards. The Program Manager will supervise staff, manage program activities, and ensure the efficient delivery of services to clients.

    Key Responsibilities

    Program Management

    Oversee the daily operations of the Mental Health PHP, Substance Abuse PHP, Mental Health IOP, and Substance Abuse IOP.

    Ensure programs operate in compliance with all relevant regulations and standards.

    Maintain an active roster of clients and ensure attendance records are accurate and up-to-date.

    Print and manage daily attendance rosters by 9:30 AM for PHP and 1:30 PM for IOP sessions.

    Staff Supervision

    Maintain a 1:5 staff-to-client ratio.

    Ensure all direct care employees are qualified and maintain necessary certifications (e.g., CSAC, QMHP).

    Conduct bi-monthly supervision sessions with staff, documenting all sessions in the electronic health record (EHR) system (Noteable).

    Organize and lead staff meetings, which can count as one of the bi-monthly supervision sessions if attended in full.

    Client Care and Coordination

    Ensure treatment plans are developed within 24 hours of assessment and updated every three months.

    Conduct monthly reviews of client goals and treatment with assigned staff and clients.

    Submit reauthorizations to applicable MCO’s at least one day in advance of continuing services.

    Oversee medication management oversight with nurse practitioners and therapy provided by licensed professionals (LPC, LCSW, LMFT, LMHP-E).

    Coordinate with nurses (LPN or RN) for nursing screenings and with QMHPs for weekly care coordination and skills training.

    Discharge Planning

    Manage the discharge process, ensuring clients are transitioned smoothly with appropriate aftercare plans.

    Notify the discharge coordinator, clinical director, and relevant staff of client discharges.

    Ensure discharge documentation is completed and entered into the EHR.

    Program Development and Evaluation

    Develop and update program policies and procedures to improve service delivery.

    Collect and analyze program data to evaluate performance and identify areas for improvement.

    Maintain a focus on maintaining ten active participants at all times for each program.

    Maintain chart of pending authorizations, admissions, and discharges.

    Qualifications

    Education: A bachelor’s degree in a relevant field (e.g., psychology, social work, counseling) is preferred.

    Experience: Minimum of 3-5 years of experience in a clinical setting, with at least 2 years in a supervisory or management role.

    Licensure/Certification: Must hold appropriate licensure or certification as required (e.g., CSAC, QMHP).

    Skills: Strong leadership, communication, and organizational skills. Proficient in electronic health record systems and Microsoft Office Suite.

    Working Conditions

    Full-time position with typical hours from 8:30 AM to 5:00 PM, Monday through Friday.

    Some evening and weekend work may be required to accommodate program needs

    Office-based with occasional travel for meetings and training.
