    Job Description

    According to Presidential Policy Directive 8: National Preparedness (PPD-8), the nation must maintain a level of preparedness for the full spectrum of hazards and threats which face the country. National Preparedness requires efforts to be made across five mission areas: prevention, protection, response, recovery, and mitigation. The Federal Emergency Management Agency’s (FEMA) mandate is to build and maintain a capability to prepare for, protect against, respond to, recover from, and mitigate all hazards. Most of the preparedness efforts FEMA conducts are focused on all-hazards preparedness. Regardless of the cause, FEMA maintains the personnel, supplies, authorities, tools, and capabilities to respond to any hazard.

    Challenges exist in executing the five mission areas against chemical, biological, radiological and nuclear (CBRN) hazards. A framework for chemical incident response will not necessarily work effectively against a nuclear detonation. Health effects and the recognition of those effects differ among each of the CBRN threats. Different subject matter experts which may not reside within the Emergency Management community are required for each hazard to effectively advise the Agency on key critical decisions. Medical countermeasures exist for some CBRN hazards, but not for others. Complexities exist when managing the consequences of intentional CBRN events in conjunction with law enforcement interdiction and investigations. Depending upon a CBRN incident’s complexity and size, Stafford Act declarations may or may not occur, but still, require significant Federal interagency coordination and support to a designated Lead Federal Authority (LFA). CBRN hazards, therefore, pose unique problem sets requiring a dedicated team to research, collaborate, advise, and develop solutions for effective and prompt emergency management decisions to save lives, property, and the environment.

    The FEMA Response Directorate CBRN Office is dedicated to planning, preparing, and building capabilities required to respond to a CBRN threat or incident. Unlike natural hazards, the impacts of a CBRN incident require FEMA to maintain unique capabilities to prepare for potential consequence management operations in the CBRN domain. The intent of this analysis is to conduct a holistic review of the CBRN enterprise within the Office of Response and Recovery (ORR), and determine how these programs contribute to FEMA’s fulfillment of its statutory requirements and maintenance of its core operational capabilities. The Response Directorate CBRN Office is a productive and well-run organization with a positive reputation amongst both internal and interagency partners. Over the last several years, FEMA has established itself as a leader in the consequence management areas of CBRN operations - building relationships, establishing credibility, and injecting FEMA’s capabilities and concerns into the overall planning and preparedness processes.

    The CBRN Office Strategic Plan describes the mission, strategic priorities and objectives of the CBRN Office based on the September 2015 Response Directorate and Office of Program and Policy Analysis Program and Budget Review. This strategy addresses the importance of institutionalizing a centralized CBRN Office within FEMA, the significance of addressing both readiness and consequence management to CBRN threats, and to ensure efficient and effective business management practices to achieve key strategic priorities.

    Position:

    BryceTech is looking for an experienced FEMA CBRN Policy and Strategy SME to support the DHS FEMA, Office of Response and Recovery, CBRN program, supporting the Office of Emerging Threats Professional and Technical Services Contract.

    Position Responsibilities :

    Provides insight and advice concerning strategic direction and applicability of current, industry standard or innovative solutions based on in-depth understanding of the latest developments relevant to a specialized functional area.

    Responsible for providing high level vision to program/project manager or senior leadership to influence objectives of complex efforts.

    Provides guidance on the functional procedures/processes/policies reflecting detailed knowledge of functional areas.

    May lead in-depth research in support of studies and analyses.

    Support in assessing and analyzing key policy issues and nuclear security events, promoting, and protecting FEMA/CBRN equities. Support tasks in this area may include but are not limited to the following:

    • CBRN Research and Analysis
    • CBRN Policy and Doctrine Support
    • Special Projects
    • Policy support to the Federal Radiological Preparedness Coordinating Committee (FRPCC)
    • Planning support to the Chemical, Biological, Radiological/Nuclear Program Plans
    • Specialized Technical Assistance and Operational Support
    • CBRN Training and Exercise Support
    • Interagency Modeling Atmospheric and Assessment Center (IMAAC) Program Support
    • Nuclear Incident Response Team (NIRT) Program
    • Regional Coordinator Support
  • Qualifications

    Qualifications

    • Bachelor’s degree in related area of expertise.
    • Each Subject Mater Expert normally has a minimum of fifteen (15) years’ experience in their specific area of expertise.
    • Previous experience supporting DHS FEMA is required and DHS FEMA CBRN experience is highly desirable.
    • A TS/SCI Security clearance is required.
