Minimum Educational Requirements:
High school diploma or GED required. Associate degree or higher from an accredited institution of higher learning with a specialization in psychology, mental health and human services, behavioral health, behavioral sciences, social work, human development, special education, counseling, rehabilitation, sociology, nursing or closely related field preferred.
Minimum Experience Requirements:
Minimum of 5 years of experience working in the developmental disabilities field preferred.
Essential Responsibilities:
Follow all the MaineCare agency requirements for Home Support oversight.
Ensure programs are following MaineCare Home and Community Based Services
(HCBS) settings rule and agency policy.
Provide ongoing training and support to team coordinator and staff.
Participate in ongoing communication with Programs, including onsite visits
and telephone contacts.
Must be able to promote a team environment with multidisciplinary staff members.
Manage program staff members including performance evaluations, scheduling, and New hired orientation.
Make recommendations and/or decisions on employee hires, transfers, promotions, salary changes, corrective action, and terminations.
Must be available on-call to support staff, find coverage or cover shifts as needed.
Manage the day-to-day operations of one to four programs in a community including organization and implementation of direct supports, person-centered planning, and implementation, health care, advocacy, stakeholder relations, regulatory compliance, recruiting, retention, staffing, training, safety, financial management, and maintenance of the physical environment.
Support team coordinators, as needed, in all areas related to their responsibilities.
Assure that staff complete ongoing professional trainings and provide consultation as needed.
Provide initial assessment when clients are referred.
Maintain regular contact with client, guardian, and other team members and community
professionals involved with client.

Manage the implementation of program planning; monitor delivery of services and supports; ensure services are consistent, engaging, and relevant to the individuals served.
Ensure that staff and clients (and guardians/families, as applicable) are aware of relevant
community services resources, opportunities and assist teams in planning and accessing
resources and opportunities.
Participate in individual/group supervision.
Maintain records and documentation as required by HCSS and OADS.
Maintain a positive attitude and professional boundaries throughout all relationships related to
delivering services as a HCSS employee both internally and in the community.
Qualifications:
· High School Diploma or GED required.
· Minimum of one (2) year of related experience required.
· Valid State issued Drivers’ License and proof of current insurance required.
· Maintain DSP/CDS, CPR/FA, behavior intervention training, CRMA and other trainings mandated by Agency policies and State regulations.
· Proficient personal computer skills including electronic mail, word processing and internet. Ability to learn applicable software required for documentation.
· Ability to make well‐reasoned decisions, both independently and as part of a team.
· Ability to follow‐through to meet individual or agency needs.
· Ability to use discretion in handling confidential information, compliance with HIPAA regulations.
· Coping skills, such as flexibility in dealing with issues typical to a social service setting.
· Ability to communicate clearly, in English, (speaking, reading, writing, listening and presentation with individuals and service team members).
· Deaf Services programs must have the ability to communicate using visual/ gestural communication a/o ASL.
Other: As an employee of HCSS, the program administrator is expected to adhere to the policies
and procedures of HCSS. They must keep client health care information confidential, and in all other ways comply with HCSS policies and procedures implementing the Health Insurance Portability and Accountability Act (otherwise known as HIPAA). Due to the nature of the work, staff at HCSS are required to be trained initially and annually in good health practices, communicable illnesses, and universal precaution procedures. By virtue of the responsibilities of this position. It is reasonably anticipated that the Program Administrator may be exposed to blood or other potentially infectious materials. Therefore, they will receive bloodborne pathogens training (including training regarding Hepatitis B) and will be required to get Hepatitis B upon hire or show proof of vaccination. Maintain a current driver’s license and clean driving record as outlined in HCSS’s Driving policy.
General Sign Off: The employee is expected to adhere to all agency policies and to act as a role model in the adherence to agency policies. This position requires a full attendance at the program. The employee will be subject to an evaluation after 90 days of employment.
Trainings Required:
· HCSS PA training curriculum.
· Maintain mandatory training and certifications as required.
