PURPOSE OF POSITION
The Program Manager is responsible for the day-to-day administration and oversight of the operational facets of HCC’s Prevention, Education, and Harm Reduction programs. This role ensures the seamless integration of services and alignment with organizational goals and objectives. The Program Manager will develop program assessment protocols for continuous improvement and evaluation while serving as a key liaison between the Director of Programs and HCC’s Leadership team.
RESPONSIBILITIES:
The major responsibility of this position includes, but are not limited to:
Oversee the planning, implementation, and delivery of Prevention, Education, and Harm Reduction services.
Ensure and maintain all regulatory agency standards are in compliance.
Develop and monitor work plans, timelines, and deliverables to ensure program goals are achieved.
Supervise program staff, providing leadership, guidance, and performance evaluations.
Oversee resource allocation, including staffing, materials, and program budgets.
Facilitate seamless integration and coordination between programs to maximize service delivery and impact.
Develop and implement program assessment and evaluation protocols to measure program performance and outcomes.
Analyze data to identify strengths, challenges, and opportunities for improvement.
Ensure accurate and timely reporting of statistical information for both HCC management and regulatory agencies.
Provide recommendations for program enhancements to ensure alignment with best practices and funder expectations.
Produce periodic reports for internal and external stakeholders detailing program achievements, challenges, and recommendations.
Ensure staff are adequately trained in program protocols, harm reduction practices, and organizational policies and procedures.
Conduct regular team meetings to provide updates, foster collaboration, and address operational concerns.
Support staff development by identifying training needs and facilitating access to professional development opportunities.
Ensure program operations adhere to legal, regulatory, and organizational compliance requirements.
Monitor and mitigate program risks, addressing challenges proactively.
Prepare for and participate in audits and reviews conducted by funders or regulatory agencies.
Regularly communicate with the Leadership team and ensure transparent communication about program status and needs. Report all incidents that may subject HCC to liability to the Leadership team.
Build and maintain collaborative relationships with community partners, funders, and stakeholders.
Represent HCC in community meetings, workshops, and forums related to prevention, education, and harm reduction services.
Work with the Leadership team to highlight program successes and secure additional resources.
EDUCATION Bachelor’s Degree or higher in Human Services or related field
QUALIFICATIONS:
Bachelor’s degree in public health, Social Work, Nonprofit Management or related Human Services field (Master’s degree preferred).
Minimum three (3) years of experience in program management preferably in a nonprofit or public health setting
3-5 years of experience with PWH, LGBTQ, unhoused individuals, substance abuse, prevention and harm reduction.
Proven ability to manage multiple programs, projects, and teams simultaneously.
Experience in staff training and development.
Experience supervising staff throughout multiple locations.
Excellent organizational and motivational skills, and ability to build highly effective team.
Ability to work with a strong team of professionals in a culturally diverse environment.
Excellent communication skills, including the ability to engage diverse stakeholders and write comprehensive reports.
Leadership and team-building abilities to foster a collaborative and high-performing work environment.
Proficiency in budgeting, resource management, and contract compliance.
Commitment to the principles of harm reduction and cultural competency in service delivery.
Strong organizational skills and analytical skills, sound business judgment, and ability to solve problems as they arise.
Proficiency in Microsoft Office Suite and program management software.
Possess a strong ability to manage one’s own time, prioritize tasks, and be self-directed and able to work independently.
Experience in community based social service settings, social work, counseling, public health or other health education.
A valid NYS driver’s license.
