ESSENTIAL DUTIES & RESPONSIBILITIES
The Program Manager provides an operational role and is responsible for planning and governance and for overseeing the successful delivery of the program’s output/product. The Program Manager must have practical experience of having been a project manager for large and complex initiatives. Experience in construction is required.
Major Duties:
- Daily program management throughout a contract and/or task order life cycle.
- Planning the overall program and monitoring the progress.
- Managing the program’s budget.
- Managing risks and issues and taking corrective measurements.
- Coordinating the projects and their interdependencies.
- Managing and utilizing resources across projects and update and maintain personnel information.
- Managing stakeholders’ communication.
- Managing contract deliverables and documentations such as the program management plan, quality assurance plans, and maintain meeting schedules.
- Works closely with site Project Managers and Leads.
Attributes of the Program Manager
- The Program Manager must have strong practical experience in project management, which was gained through managing large and complex projects. He or she must have the following:
- Good knowledge and handling of project and program management methodology and techniques.
- Experience in managing multiple contracts/task orders and contract transition.
- Good understanding of the wider objectives of the program.
- Ability to work positively with the wide range of individuals involved in corporate program management including the accounting and contracting department.
- Strong leadership and management skills.
- Excellent knowledge of budgeting and resource allocation procedures; and
- The ability to address challenges with innovative solutions to proactively address issues.
Daily, Weekly and Monthly Responsibilities
- Working closely with project sponsors, cross-functional teams, and assigned project managers/task leads to plan and develop scope, deliverables, required resources, work plan, budget, and timing for new initiatives.
- Maintain the Project Management Plan to detail key activities and milestones, allocation of staff and other resources necessary for successful program/task delivery.
- Manage program and project teams for optimal return-on-investments.
- Identify key requirements needed from cross-functional teams and external vendors.
- Develop and manage budget for projects and be accountable for delivering against established business goals/objectives.
- Analyze, evaluate, and overcome program risks, and produce program reports for management and stakeholders.
Qualifications
QUALIFICATIONS - EXPERIENCE, EDUCATION AND CERTIFICATION
- Must be a U.S. Citizen and possess or obtain/maintain a minimum of Secret clearance.
- Must be highly organized and have excellent oral and written communication skills to interface with DFP personnel and other government agencies at all levels.
- Ability to communicate effectively orally and in writing.
- A bachelor’s degree and four (4) years of supervisory experience required. Six (6) years of supervisory experience can be substituted for a bachelor’s degree.
- Possess an understanding of and experience-based familiarity with administrative operations, personnel management, and fiscal management at a management level.
- Proficiency in Microsoft Office; Word, Excel, and Power Point
