    Position Overview

    Under general supervision, performs Project Controls job functions as assigned by management. Typical job responsibilities are to assist and support management in ensuring proper control, tracking and cost accounting for project cost and work scope alignment with the approved project Work Breakdown Structure and coding. The specific work assignment may include duties or activities that assist and support management in one or more of the following functional areas, in addition to other duties as assigned:

    § Knowledgeable of Project Controls terminology, departmental work processes and procedures, to include the general principles and concepts of cost engineering / cost accounting / estimating / scheduling and earned value management systems

    § Understands the Work Breakdown Structure and its function and operation on the project. Applies the principles of a Work Breakdown Structures and Project/Cost Coding to schedule/cost data to ensure that the data is correctly and consistently entered/utilized in the Project Controls System

    § Collects data, inputs updates and produces basic cost/scheduling management reports. Requires accuracy in gathering data. Maintains orderly records to ensure the integrity of system data

    § Takes responsibility for ensuring accuracy and completeness of all data and work produced

    § Prepares purchase requisitions for material and subcontracts, prepare baseline change proposal , and prepares cost transfers/adjustments

    § Accumulates data to calculate margins and fee elements within specific contractual conditions and records data in systems and generate profitability reports

    § Inputs data in various scheduling,cost or earned value management tools and generate schedules, labor hour reports, cost reports and earned value reports.

    § Performs cost reconciliation for cost reporting systems

    § Gathers, enters and reviews budget, cost and earned value data

    § Interfaces with internal and external clients, auditors, vendors and other company personnel as required

    § Prepares presentations for project reviews, client reviews, management reviews, etc.

    § Reviews expenditures and commitment detail for purchase orders and subcontracts to develop cost accruals

    § Reviews cost for compliance with the contract, as well as conformance with company policies, procedures

    § Ensures that all work performed adheres to prime contract terms and company policies and procedures, and client orders and guides

    § Provides and collects historical information

    § Interprets procedures for a project scheduling/cost program

    § Updates Schedule progress and forecasts activity start and finish dates

    § Analyzes cost and schedule variance to baseline

    § Prepares Estimates to Complete and Estimates at Complete

    § Analyzes expenditures and commitment detail for purchase orders and subcontracts to develop cost accruals

    § Assists in generating, checking and analyzing data to ensure accuracy. Maintains orderly records to provide audit trail data

    § Develops cost reports as required by internal or client requirements

    § Assists in the preparation of specialty schedules, the project labor forecast, cash flows, Project Margin Analysis Reports

    § Analyzes current schedule/cost trends and identifies potential problem areas

    § Serves as a lead on small-sized projects

    § Assists with preparation of historical information

    § Coordinates and participates in internal and external audits

    § Perform duties moderately complex in nature

    § Other job related duties as assigned

    · Maintains knowledge of and demonstrates ability to perform work safely in accordance with all approved safety policies, procedures and applicable regulations and performs assigned duties in a safe manner

    · Actively participates in Safety Work Groups

    Working Conditions

    Work in an office at a normal environmental restoration atmosphere (outdated and/or abandoned facilities or industrial field environments). May also work at off-project sites representing the organization at various types of locations throughout the community for business purposes. Potential exposure to equipment movement hazards, dangerous chemicals/solvents or hazardous and radioactive materials if proper safety procedures are not followed.

    Ability to perform sedentary to light work, exerting up to 50 pounds of force occasionally (any exertion of force/lifting greater than 45 pounds requires usage of a two person “buddy system”), non-repetitive, up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly, repetitive; performing such activities as lifting, lowering, carrying, pushing, pulling, standing, walking, grasping, kneeling, stooping, reaching.

    Ability to perform primary office duties including heavy computer usage.

    In some cases radiological training may be required.

    Minimum Requirements

    Minimum Requirements

    BA/BS degree in a related field and 9 years of related experience, or an equivalent combination of education and experience is required. Typical experience ranges from 9 - 12 years.

    Additional Desired Experience:

    Prior experience with Deltek Cobra or similar cost processor. Prior experience in Project Controls on DOE or DOD contracts, PMI and/or AACE Certification.
