    Job Description

    We are seeking an experienced Project Manager focusing on leading and managing TSMO initiatives for our clients. This role will involve collaborating with cross-functional teams, clients, and stakeholders to develop, implement, and optimize strategies that improve transportation system efficiency, safety, and performance. As a Project Manager, you will manage project teams who are responsible for the execution of various TSMO plans, assessments, and programs for various clients. This position also includes business development and strategic leadership for TSMO.

    Key Responsibilities:

    • Working closely with the Transportation and Technology Business Development Senior Specialist, provide agency leadership and oversight of the overall TSMO program development, including growing staff capabilities and team size.
    • Lead the development and implementation of TSMO strategies for a variety of clients and partners to improve the adoption of technology for operations.
    • Seek and maintain involvement with national TSMO interest groups, including TRB and AASHTO, to build Olsson’s expertise and visibility.
    • Manage a team to deliver successful TSMO projects from conception through completion, ensuring timely and within-budget delivery while maintaining high-quality standards.
    • Collaborate with transportation agencies, municipalities, and private sector partners to identify TSMO opportunities and provide actionable recommendations for improvement.
    • Act as a TSMO and technology mentor for a team of engineers and technical staff, providing leadership and guidance throughout the project lifecycle, and ensuring Olsson staff are educated in operations and technology projects.
    • Ensure that TSMO initiatives align with federal, state, and local regulations, as well as best practices in the field of traffic management and transportation operations.
    • Develop and maintain strong relationships with clients, serving as the primary point of contact for TSMO-related projects and initiatives.
    • Track and report on key performance indicators (KPIs) to measure the success of TSMO strategies, identifying areas for continuous improvement.
    • Stay up to date with advancements in transportation technologies, smart traffic management systems, and data analytics to integrate innovative solutions into projects.
    • Support business development efforts by contributing to proposals and presentations, showcasing Olsson’s expertise in TSMO and transportation technology.
    • Seek to develop a longstanding and healthy relationship with existing and future clients.

    • Bachelor’s degree in civil engineering, transportation engineering, urban planning, or a related field (master’s degree preferred)
    • 12+ years of experience in transportation systems management, intelligent transportation systems (ITS), traffic signal operations, or traffic operations
    • Proven experience in managing TSMO projects, including real-time traffic management, incident detection, data analytics, and operational efficiency improvements
    • Strong understanding of TSMO best practices, traffic signal systems, incident management strategies, and data-driven decision-making
    • Experience with managing cross-functional teams, budgets, and client relationships
    • Excellent written and verbal communication skills, with the ability to effectively communicate complex technical concepts to both technical and non-technical stakeholders
    • Familiarity with transportation planning tools, traffic modeling software, and ITS technologies

    Preferred:

    • Certification as Professional Engineer (PE), Professional Traffic Operations Engineer (PTOE), Project Management Professional (PMP), or American Institute of Certified Planners (AICP)
    • Experience with real-time operations, including Traffic Management Centers (TMCs), real-time operational data dashboards, TSMO program plans, and types of real-time traffic data
    • Knowledge of real-time and TSMO operations metrics and reporting, traffic management technologies, and their integration
