Job Description:
Plan, supervise, and participate in preparing construction cost estimates for buildings and structures
Prepare and review cost estimates, forms, and other materials for securing state and federal grants and loans for school aid programs.
Check, review, and compare construction cost estimates submitted by architects and engineers with District estimates.
Confer with architects and engineers to resolve differences in cost estimates and negotiate agreements on preliminary estimates.
Analyze contractor bids and prepare reports when they vary significantly from agreed estimates
Check and recommend acceptance or rejection of contract cost segregations for progress payments
Analyze change orders on construction work, approving or rejecting extras and credits.
Prepare or review cost estimates for various projects
Establish and maintain procedures for approving plans and specifications for building projects, and submit approved projects for public bidding
Develop methods for maintaining data on estimated and actual construction costs.
Conduct and participate in seminars and workshops on school construction bidding procedures, contracts, and cost estimating
Estimate costs of damages to District property caused by fire, natural disasters, and vandalism
Establish budgets for school building projects
Assist other branches with related functions
Prepare preliminary and final independent cost estimates for projects
Prepare change order estimates for negotiating positions
Provide support in price negotiations
Prepare claim analyses and estimates
Required Qualifications:
10 years full-time paid professional experience preparing complete cost estimates for Type I, II, or III, and V building construction as defined by the State building code.
2 years of supervisory experience within the above 10 years.
Knowledge of current local construction labor and material costs.
Extensive experience in developing and estimating the scope of work for change orders.
Ability to quickly identify differences between the independent cost estimate and contractor proposal.
Ability to develop scope of work and estimate detailed costs based on RFI/RFC answers, independent of the contractor proposal.
Good oral and written communication skills.
Education
Bachelor's degree in Architecture, Engineering, or Construction Management from a recognized college or university.
