Job Description
As a Proposal Manager at Oteemo, you will help manage the proposal development process effectively from bid decision through award. The ideal candidate will be an initiative-taking professional who applies an intense focus on details, is able to effectively communicate and collaborate within a small, fast-paced team, and who aims to grow their proficiency in leading proposal efforts.
The Proposal Manager is responsible for all aspects of proposal development process and ensuring a compliant and successful response. You will be an integral part of Oteemo’s business development team and support all aspects of a proposal life cycle. This position is a highly visible role that works closely with executive leadership, managers, technical leadership and capture personnel. Proposals to be coordinated vary in size and complexity and can be both programs or multi-award contracts (IDIQ, BPA), task orders and RFPs, RFIs or SBIRs or STTRs. This role requires a strong understanding of how to effectively develop, manage, and author winning proposals using industry best practices.
Responsibilities:
Analyze solicitation documents, create proposal outlines, compliance matrices, transmittal letters, presentations, and other proposal documents as needed.
Manage collaboration and communication activities for various proposal team meetings and color reviews. Maintain lists of action items for each proposal and follows up to ensure items are completed or to obtain updated status at regular intervals.
Create data calls for partners for teaming purposes and responding to data calls from partners when subcontracting.
Ensure proposal response documents are compliant with RFP requirements, easier to read, and visually appealing.
Assist with past performance narratives and resume mapping with opportunity requirements highlighting "Relevancy" and "Confidence" in references.
Parse and compile artifacts to maintain an efficient proposal content library.
Maintain and ensure proposal contact lists are up-to-date.
Identify relevant baseline material to populate RFP/TO response template in accordance with RFP/TO compliance matrix sections and page counts.
Qualifications
Minimum 8 years of proposal development and management experience in a Department of Defense (DoD) services/contracting organization; direct experience managing proposals for IT services such as SW development, cloud, cyber and DevSecOps.
Education: Minimum Bachelor’s Degree
Experience leading Federal proposals valued at more than $75 million for a single award; experience working within an IDIQ setting and responding to short turn-around task orders is a plus.
Knowledge of Federal Acquisition Regulation (FAR), the Department of Defense supplement to the FAR (DFARS), various other Federal agency regulations implementing the FAR, along with working knowledge and experience referencing and interpreting other Federal regulations related to Federal contracts is required.
Demonstrate a successful track record of leading high quality, high scoring proposals.
Demonstrated ability to develop and/or assist technical and capture personnel in developing compelling themes, discriminators, and messaging.
Demonstrate success in “interviewing” company staff and experts to draw out content for resumes, past performances and RFIs.
Excellent organizational and leadership abilities - ability to manage geographically disparate teams.
Clear understanding of the Shipley process for color team reviews and be able to adapt to varying proposal timelines and complexities.
Must be highly organized, self-motivated, have a keen attention to detail, and the ability to work both independently and as part of a team in a dynamic work environment.
The ability to effectively communicate verbally and in writing and prioritize tasking is essential - excellent writer and editor.
Expert usage of MS Office products including Word, Excel, PowerPoint, and SharePoint
Must be able to commute and/or travel to local & field offices and work long and unusual hours based on volume of work.
Very adaptable – responds effectively to changes in situation or information; ability to influence others and build consensus using good written and verbal communication skills.
Experience with video, live orals, and/or demonstration proposals.
Up-to-date knowledge of marketing, editing, graphic design, and other relevant proposal best practices is a plus.
Due to nature of the role, U.S. Citizenship is required and there may be the opportunity to obtain a security clearance in the future.
